ความเป็นมา

เมื่อวันที่ 17 มีนาคม 2546 สมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ เสด็จพระราชดำเนินทอดพระเนตรโครงการบ้านเล็กในป่าใหญ่ดอยดำ ตามพระราชดำริ บ้านนามน หมู่ที่ 7 ตำบลเมืองแหง อำเภอเวียงแหง จังหวัดเชียงใหม่ ในการนี้ พันเอกชัยพฤกษ์ อัยยะภาคย์ ผู้บังคับหน่วยพัฒนาการเคลื่อนที่ 32 สำนักงานพัฒนาภาค 3 หน่วยบัญชาการทหารพัฒนา กองบัญชาการทหารสูงสุด ได้กราบบังคมทูลถวายรายงานและความรับผิดชอบของหน่วยพัฒนาการเคลื่อนที่ 32 ในโครงการอนุรักษ์ฟื้นฟูสภาพป่าและพัฒนาคุณภาพชีวิตบ้านนาศิริ หมู่ที่ 2 ตำบล เมืองนะ อำเภอเชียงดาว จังหวัดเชียงใหม่ ซึ่งเป็นหมู่บ้านที่ตั้งอยู่ในเขตอุทยานแห่งชาติเชียงดาว และสภาพป่าได้ถูกบุกรุกทำลายเป็นอย่างมาก หน่วยพัฒนาการเคลื่อนที่ 32 ได้เข้าไปดำเนินการแก้ไขปัญหา โดยน้อมนำเอาแนวทาง พระราชดำริมาใช้ในการแก้ไขปัญหาดังกล่าว แต่ด้วยเกรงว่าจะไม่มีการดำเนินการอย่างต่อเนื่อง จึงได้ขอเข้าอยู่ในโครงการอันเนื่องมาจากพระราชดำริสมเด็จพระนางเจ้าฯ พระบรมราชินีนาถเพิ่มเติม
