การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาและความต้องการของประชาชนในเขตเทศบาลตำบลเสลภูมิ อำเภอเสลภูมิ จังหวัดร้อยเอ็ด โดยเป็นการวิจัยเชิงคุณภาพที่เก็บข้อมูลจากกลุ่มผู้มีส่วนได้ส่วนเสีย (Stakeholders) จำนวน 5 ภาคส่วน ได้แก่ ตัวแทนผู้นำชุมชน ตัวแทนท้องถิ่น ตัวแทนภาคธุรกิจ ตัวแทนองค์กรชุมชนและตัวแทนภาคประชาชนในเขตพื้นที่เทศบาลเสลภูมิ จำนวน 24 หมู่บ้าน
ผลการศึกษา พบว่า สภาพปัญหาที่เกิดขึ้นภายในเขตพื้นที่เทศบาลตำบลเสลภูมิ มีปัญหาที่สำคัญ 5 ด้าน ได้แก่ ด้านเศรษฐกิจชุมชน ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม ด้านสังคม ด้านความมั่นคง และด้านการให้บริการของหน่วยงานภาครัฐ ส่วนความต้องการของประชาชน ในเขตพื้นที่เทศบาลเสลภูมิ ประชาชนมีความต้องการสำหรับการแก้ไขปัญหาในแต่ละด้านของปัญหาแตกต่างกัน
