หลักการและเหตุผล
ชีวิตความเป็นอยู่ของเรา จำเป็นอย่างมากที่ต้องใช้ทรัพยากรธรรมชาติ เข้ามาช่วยในการดำรงชีวิต เพราะธรรมชาติ เป็นแหล่งสำคัญสำหรับการดำรงชีวิต เราจึงเรียนรู้ที่จะเข้าใจธรรมชาติ อนุรักษ์ และใช้ทรัพยากรธรรมชาติให้เกิดประโยชน์มากที่สุด
ปัญหาเรื่องสิ่งแวดล้อม เป็นปัญหาที่มีความสำคัญควบคู่กับการพัฒนาความเจริญก้าวหน้า ซึ่งเป็นปัญหาร่วมกันของทุกประเทศ กล่าวคือ การพัฒนายิ่งรุดหน้าปัญหาคุณภาพสิ่งแวดล้อมและภาวะมลพิษยิ่งก่อตัวและทวีความรุนแรงมากยิ่งขึ้น ประเทศไทยนับเป็นประเทศหนึ่งที่ประสบปัญหาดังกล่าว ทั้งนี้ เพราะการพัฒนาเศรษฐกิจในช่วงที่ผ่านมาให้ความสำคัญกับอัตราความเจริญเติบโตทางเศรษฐกิจ โดยการนำเอาทรัพยากรมาใช้ประโยชน์แต่ไม่ได้มีการวางแผนการจัดการที่เหมาะสมรองรับปัญหาที่จะเกิดขึ้นทำให้ทรัพยากรธรรมชาติที่เหลืออยู่มีสภาพเสื่อมโทรม โดยเฉพาะป่าชายเลนซึ่งนับวันจะลดปริมาณลงเรื่อยๆ จนทำให้เกิดผลกระทบต่อสัตว์น้ำ ซึ่งใช้ป่าชายเลนเป็นที่อยู่อาศัย และเพาะพันธ์สัตว์อ่อน ดังนั้นการปลูกป่าชดเชยจึงเป็นเรื่องที่จำเป็น ตลอดจนเป็นการสร้างจิตสำนึกการอนุรักษ์ทรัพยากรธรรมชาติให้เกิดขึ้นแก่เยาวชนและประชาชนทั่วไป
วัตถุประสงค์
1. เพื่อให้ชุมชนได้มีส่วนร่วมในการดูแลรักษาธรรมชาติและสิ่งแวดล้อม
2. เพื่อเป็นการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมประเภทป่าชายเลน
3. เพื่อปลูกฝังจิตสำนึกการอนุรักษ์ทรัพยากรธรรมชาติแก่เยาวชนและประชาชนทั่วไป
4. เพื่อเป็นการป้องกันภัยจากคลื่นลม ในฤดูมรสุม
5. เพื่อเป็นการสร้างมาตรฐาน กฎเกณฑ์ และการท่องเที่ยงเชิงอนุรักษ์
6. เพื่ออนุรักษ์แหล่งเพาะพันธุ์และที่อยู่อาศัยของสัตว์น้ำ
เป้าหมาย
1. เยาวชนและประชาชนทั่วไปมีจิตสำนึกในการอนุรักษ์ทรัพยากรธรรมชาติมากขึ้น
2. ปัญหาการพังทลายของดินริมชายฝั่งลดลง


วิธีการดำเนินการ
1. ขั้นเตรียมการ
- เตรียมเอกสารต่างๆ
2. ขั้นดำเนินการ
- ออกสำรวจพื้นที่
- เตรียมพันธุ์ไม้ โดยประสานกับสถานีพัฒนาทรัพยากรป่าชายเลน
- ประสานกับหน่วยงานต่างๆ ที่เข้าร่วมโครงการ
- ออกคำสั่งแต่งตั้งผู้เกี่ยวข้องร่วมดำเนินการ
- เขียนโครงการ
- ขออนุมัติโครงการ
