กระทรวงการต่างประเทศและกระทรวงพัฒนา

กระทรวงการต่างประเทศและกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ ได้รายงานผลการดำเนินการสำคัญตามข้อสั่งการของนายกรัฐมนตรี ในประเด็นเรื่องการเตรียมพร้อมเข้าสู่ประชาคมอาเซียน ดังนี้
ในการเตรียมการเพื่อเข้าสู่ประชาคมอาเซียนนั้น รัฐบาลได้จัดตั้งคณะกรรมการศูนย์อำนวยการเตรียมความพร้อมประเทศไทยเข้าสู่ประชาคมอาเซียน ซึ่งภายหลังการจัดตั้งคณะกรรมการดังกล่าว การเตรียมการเข้าสู่ประชาคมอาเซียนมีความคืบหน้ามากขึ้น โดยทั้งสามเสามีการประสานงานกันอย่างต่อเนื่อง และมีการหารือเกี่ยวกับการจัดทำยุทธศาสตร์หรือแผนงานระยะ 10 ปี และมีการจัดทำแผนงานระยะแรก 5 ปี (2559-2563) เพื่อกำหนดทิศทางการดำเนินงานของทั้งสามเสาในอีก 5-10 ปีข้างหน้าแล้ว

สำหรับเสาการเมืองความมั่นคง กระทรวงการต่างประเทศเป็นเจ้าภาพหลัก มีความคืบหน้าที่สำคัญ 2 ด้าน คือ 1) การดำเนินการเชิงนโยบาย ได้แก่ การจัดทำยุทธศาสตร์ต่อประชาคมการเมืองและความมั่นคงอาเซียน (2558-2564) และการจัดทำแผนงาน 5 ปีสำหรับประชาคมการเมืองและความมั่นคงของไทย (2559-2563)

2) การดำเนินการเชิงโครงสร้าง ได้แก่ การจัดตั้งกลไกเพื่อผลักดันความร่วมมือในกรอบอาเซียน 3 แห่ง ได้แก่ (1) ศูนย์อาเซียนของสำนักงานตำรวจแห่งชาติ เพื่อบูรณาการข้อมูลการเดินทางเข้า-ออกของบุคคลและยานพาหนะ (2) ศูนย์ ASEAN-NARCO ที่สำนักงานป้องกันและปราบปรามยาเสพติด และ (3) ศูนย์การแพทย์ทหารอาเซียน ที่กรมการแพทย์ทหารบก

โดยมีประเด็นเร่งด่วนที่กำลังเร่งดำเนินการ ได้แก่ 1) การบริหารจัดการชายแดน ซึ่งอยู่ระหว่างการจัดทำร่างแผนการบริหารจัดการชายแดนด้านความมั่นคง (2558-2564) 2) การเสริมสร้างความมั่นคงทางทะเล ซึ่งมีแผนความมั่นคงทางทะเล (2558-2564) รับรองแล้ว 3) การแก้ไขปัญหาอาชญากรรมข้ามชาติ 4) การสร้างความไว้เนื้อเชื่อใจและการทูตเชิงป้องกัน และ 5) การเสริมสร้างศักยภาพในการปฏิบัติการทางทหารร่วมกัน

ในการสร้างความเข้าใจกับประชาชน กระทรวงการต่างประเทศได้จัดโครงการและกิจกรรมต่างๆ เพื่อเสริมสร้างความตระหนักรู้เกี่ยวกับอาเซียนให้แก่ประชาชน เพื่อส่งเสริมให้สามารถใช้โอกาสจากการเข้าสู่ประชาคมอาเซียนได้อย่างเต็มที่ เช่น โครงการอาเซียนสัญจร โครงการบัวแก้วสัญจร การเปิดห้องสมุดอาเซียนให้แก่โรงเรียนในจังหวัดต่างๆ ตลอดจน การจัดเสวนาในหัวข้อที่เกี่ยวกับประชาคมอาเซียน โดยเชิญผู้ทรงคุณวุฒิเข้าร่วมการเสวนา และจัดกิจกรรมถาม-ตอบปัญหาเกี่ยวกับอาเซียนสำหรับนักเรียน เป็นต้น

สำหรับเสาสังคมและวัฒนธรรม กระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์เป็นเจ้าภาพหลัก ซึ่งทางกระทรวงฯได้ร่วมมือกับสถาบันบัณฑิตพัฒนบริหารศาสตร์ดำเนินการศึกษาผลกระทบในเรื่อง การเข้าสู่ประชาคมอาเซียน ซึ่งผลการศึกษาสรุปว่า กลุ่มเด็กและเยาวชนต้องเผชิญปัญหาในการดำรงชีวิต กระแสการเปลี่ยนแปลงทางเศรษฐกิจและสังคมที่ขาดความสมดุล ปัญหาด้านการอพยพย้ายแรงงาน ปัญหาการค้ามนุษย์ เป็นต้น ซึ่งกระทรวงที่เกี่ยวข้องด้านสังคม กำลังวางแผนร่วมกันเพื่อรองรับปัญหาดังกล่าวภายหลังการรวมตัวเป็นประชาคมอาเซียน

ในการส่งเสริมความเชื่อมโยงภายในประเทศและระดับภูมิภาค เพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน กระทรวงการต่างประเทศรายงานว่า มีการขับเคลื่อนความร่วมมือระหว่างไทยกับต่างประเทศในการพัฒนาโครงข่ายการเชื่อมโยงทั้งภายในประเทศและในส่วนที่เชื่อมกับต่างประเทศตามนโยบายพัฒนาโครงสร้างพื้นฐานและส่งเสริมความเชื่อมโยงของรัฐบาล ทั้งนี้ โดยร่วมมือ สนับสนุนและประสานงานกับหน่วยงานที่เกี่ยวข้อง อาทิ ความร่วมมือไทย-จีน เพื่อพัฒนาโครงสร้างพื้นฐานทางรถไฟ เส้นทางหนองคาย-โคราช-แก่งคอย-มาบตาพุต และแก่งคอย-กรุงเทพฯ และความร่วมมือไทย-ญี่ปุ่น เพื่อพัฒนาเส้นทางรถไฟ กาญจนบุรี-กรุงเทพฯ-ฉะเชิงเทรา-แหลมฉบัง/อรัญประเทศ สายกรุงเทพฯ-เชียงใหม่ และสายแม่สอด-มุกดาหาร เป็นต้น

นอกจากนี้ ยังมีความคืบหน้าที่ไทย ญี่ปุ่นและเมียนมา ได้ร่วมกันลงนามบันทึกแสดงเจตจำนงเพื่อความร่วมมือการพัฒนาเขตเศรษฐกิจพิเศษทวายในเมียนมา ในระหว่างการประชุม Mekong-Japan Summit 2015 เมื่อ 4 กรกฎาคม 2558 ณ กรุงโตเกียว ประเทศญี่ปุ่น ซึ่งเขตเศรษฐกิจพิเศษและท่าเรือน้ำลึกทวายจะเป็นประตูการค้ายุทธศาสตร์สำคัญที่เชื่อมโยงมหาสมุทรอินเดียและแปซิฟิก และจะส่งเสริมโอกาสทางเศรษฐกิจให้กับประเทศทั้งสาม โดยมีไทยเป็นฐานการผลิต จุดเชื่อมโยง และศูนย์กลางการกระจายสินค้าในภูมิภาค
