การส่งเสริมกิจกรรมปศุสัตว์ในโรงเรียนระยะแรก พบปัญหาเรื่องความไม่ต่อเนื่องของกิจกรรม ข้อจำกัดของพื้นที่เป้าหมาย คือ โรงเรียนซึ่งอยู่ในพื้นที่ห่างไกลตามภาคต่างๆของประเทศ มีสภาพความแตกต่างกันและขาดแคลนทรัพยากร เมื่อถึงช่วงเวลาปิดเทอม (มีนาคม – พฤษภาคมของทุกปี) กิจกรรมต่างๆในโรงเรียนจะหยุดและต้องเริ่มการสนับสนุนใหม่จากภาครัฐเมื่อเปิดเทอม ส่งผลต่อกิจกรรมการผลิตปศุสัตว์และการเรียนรู้ของนักเรียน โรงเรียนไม่สามารถพึ่งตนเองได้ กรมปศุสัตว์จึงจัดระบบส่งเสริมการผลิตปศุสัตว์ในโรงเรียน ดังนี้
1. ให้ทุกโรงเรียนกำหนดเป้าหมายการผลิตให้เพียงพอกับความต้องการของนักเรียนตลอดทั้งปี โดยคำนวณจากจำนวนนักเรียน จำนวนวันเรียนตลอดปี (200 วันเรียน) ปริมาณอาหารโปรตีนประเภทเนื้อสัตว์ที่นักเรียนวัยเรียนอายุ 6-14 ปี ควรได้รับ คือ 40 กรัม/คน/มื้อ โดยมีถั่วเมล็ดแห้งเสริม 25 กรัม/คน/มื้อ กรณีที่ไม่มีถั่วเมล็ดแห้งเสริม อาหารโปรตีนประเภทเนื้อสัตว์ควรเป็น 80 กรัม/คน/มื้อ
2. วางแผนการผลิตปศุสัตว์ โดยเลือกชนิดสัตว์ให้เหมาะสมกับสภาพพื้นที่ การจัดการด้านบุคลากร ฝึกอบรมครูและนักเรียน ให้มีความรู้ความสามารถในการจัดการเลี้ยงดู โรงเรือน อาหารสัตว์ การป้องกันโรคระบาดสัตว์ การใช้ประโยชน์ผลผลิต การจัดการของเสีย
