ในปี พ.ศ.2552 พระบาทสมเด็จพระเจ้าอยู่หัวทรงจัดซื้อที่ดินจากราษฎร ด้วยพระราชทรัพย์ส่วนพระองค์ เนื้อที่ประมาณ 250 ไร่ บริเวณอ่างเก็บน้ำหนองเสือ บ้านหนองคอไก่ ตำบลเขากระปุก อำเภอท่ายาง จังหวัดเพชรบุรี ทรงพระกรุณาโปรดเกล้าโปรดกระหม่อม ให้กองงานส่วนพระองค์ สำนักพระราชวัง เข้าพัฒนาพื้นที่เพื่อจัดทำเป็นโครงการทดลองด้านการเกษตรและทรงมีรับสั่งว่าเมื่อทำเสร็จแล้วจะเสด็จไปทอดพระเนตรโครงการด้วยพระองค์เอง

วัตถุประสงค์ของโครงการ
1. เพื่อให้เป็นแหล่งรวบรวมพันธุ์พืชเศรษฐกิจ พืชพันธุ์ดีของอำเภอท่ายาง และของจังหวัดเพชรบุรี
2. เพื่อเป็นแหล่งเรียนรู้ด้านการเกษตรแก่เกษตรกร
3. เพื่อให้ประชาชนในพื้นที่เข้ามามีส่วนร่วมในการจัดทำแปลงหรือมาช่วยงานพระองค์

การดำเนินกิจกรรมภายในโครงการ ประกอบด้วย
- การใช้กังหันลมผลิตไฟฟ้าเพื่อเป็นพลังงานทดแทน
- การผลิตพืชปลอดภัยจากสารพิษ
- การสาธิตการปลูกสบู่ดำ
- การปลูกข้าวสายพันธุ์ต่างๆ
- แปลงศึกษาและส่งเสริมการผลิตชมพู่เพชรสายรุ้ง
- แปลงศึกษาและส่งเสริมการผลิตหน่อไม้ฝรั่ง
- การทำปุ๋ยหมัก
