๑. สร้างประชาคมอาเซียนด้วยการศึกษา มีการเตรียมความพร้อมในด้านกรอบความคิด คือ แผนการศึกษาแห่งชาติ ที่จะมุ่งสร้างความตระหนักรู้ของคนไทยในการจัดการศึกษาเพื่อสร้างคนไทยให้เป็นคนของประชาคมอาเซียน
พัฒนาสมรรถนะให้พร้อมที่จะอยู่ร่วมกันและส่งเสริมความร่วมมือระหว่างประเทศด้านการศึกษา โดยให้มีการร่วมมือกันใน ๓ ด้านคือ ด้านพัฒนาคุณภาพการศึกษา

๒. มีการขับเคลื่อนประชาคมอาเซียนด้วยการศึกษาด้วยการสร้างความเข้าใจในเรื่องเกี่ยวกับเพื่อนบ้านในกลุ่มประเทศอาเซียน ความแตกต่างทางด้านชาติพันธุ์ หลักสิทธิมนุษยชน การส่งเสริมการเรียนการสอนภาษาต่างประเทศเพื่อพัฒนาการติดต่อสื่อสารระหว่างกันในประชาคมอาเซียน พัฒนาทักษะที่สำคัญทางภาษาอังกฤษ ซึ่งถือว่าเป็นภาษาสากลที่ทั่วโลกใช้กันเกือบทุกประเทศ
นอกจากนี้ควรมีการเรียนรู้วัฒนธรรมของประเทศต่างๆในอาเซียนเพื่อการอยู่ร่วมกันด้วยความเข้าใจกันของประเทศในประชาคม
