โดยนายวิษณุ เครืองาม รองนายกรัฐมนตรี กล่าวก่อนรับฟังการบรรยายว่า การบรรยายพิเศษครั้งนี้จัดขึ้นเพื่อสร้างความเข้าใจในช่วงของการยกร่างรัฐธรรมนูญ ซึ่งเป็นธรรมดาที่จะต้องมีเสียงวิพากษ์วิจารณ์ ทั้งยังมีเสนอความเห็นอ้างอิงข้อมูลจากประเทศต่างๆ ซึ่งถูกบางผิดบ้าง เพื่อให้เกิดความเข้าใจแก่กลุ่มเป้าหมายอันประกอบด้วย 1.กรรมาธิการ(กมธ.)ยกร่างรัฐธรรมนูญ 2.สภาปฏิรูปแห่งชาติ(สปช.) 3.สภานิติบัญญัติแห่งชาติ(สนช.) 4.ประชาชน 5.สื่อมวลชน ให้กลุ่มเป้าหมายเกิดความรับรู้และเข้าใจในการแก้ไขวิกฤตปัญหา ทั้งนี้ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและหัวหน้าคณะรักษาความสงบแห่งชาติ(คสช.) มีแนวคิดให้ในการสร้างความเข้าใจให้กับทุกฝ่าย จึงได้เชิญผู้เชี่ยวชาญจากต่างประเทศ ที่ผ่านพ้นวิกฤต จนเข้าสู่การจัดทำรัฐธรรมนูญ สร้างความปรองดอง จนประเทศฟื้นตัวได้สำเร็จ นำไปสู่การมีรัฐบาลที่มั่นคง มีเสถียรภาพ ประชาชนเดินไปในทิศทางเดียวกัน ดังนั้นจึงได้ผู้เชี่ยวชาญจากประเทศเยอรมันและฝรั่งเศส เพราะเยอรมัน เคยผ่านวิกฤตนาซี วิกฤตสงครามโลก ส่วนฝรั่งเศส ผ่านความขัดแย้งรุนแรงในประเทศจนเข้ามาสู่การยึดอำนาจ จนประเทศฟื้นตัวจนเศรษฐกิจดีขึ้น
