เหตุผลที่เลือก CQI ทางคลินิก เพราะคณะฯ มีนโยบายการพัฒนากระบวนการดูแลผู้ป่วยเป็นหลัก และที่ผ่านมาทีมดูแลผู้ป่วยเกือบทุกทีมใน ร.พ.ศิริราช ต่างมีรูปแบบพัฒนาคุณภาพของตนเพื่อประโยชน์แก่ผู้ป่วย แต่น่าเสียดายที่รู้เฉพาะในกลุ่มผู้ปฏิบัติงานกลุ่มเล็กๆ ดังนั้นการเปิดเวทีให้ทีมต่างๆ นำองค์ความรู้มาแลกเปลี่ยนซึ่งกันและกัน จะทำให้การดูแลผู้ป่วยของโรงพยาบาลศิริราชมีการพัฒนารวดเร็วมากขึ้น โดยตั้งเป้าหมายหลักของโครงการ (Desire State) ไว้ดังนี้ : "มีระบบเครือข่ายของการถ่ายโอนความรู้ (ด้าน CQI ทางคลินิก) เพื่อให้มี Best Practice ในการดูแลผู้ป่วยของโรงพยาบาลศิริราช"
