การประกาศภาวะฉุกเฉินและภาวะภัยพิบัติ[แก้]
มีการประกาศภาวะฉุกเฉิน ดังนี้ จังหวัดนครสวรรค์ทั้งจังหวัด, จังหวัดปทุมธานี 2 อำเภอ, จังหวัดตาก จังหวัดลำปาง และจังหวัดลพบุรีทั้งจังหวัด วันที่ 15 ตุลาคม พ.ศ. 2554 กรมป้องกันและบรรเทาสาธารณภัยได้ประกาศภาวะฉุกเฉิน ในเขตมีนบุรี กรุงเทพมหานคร [239] นับเป็นการยกระดับประกาศภายหลังที่ประกาศเป็นเขตภัยพิบัติฉุกเฉินไว้เรียบร้อยแล้ว ตลอดจนมีการประกาศภาวะภัยพิบัติในกรุงเทพมหานคร 17 เขต ประกาศวันที่ 12 ตุลาคม 2554, จังหวัดชลบุรี 10 อำเภอ ประกาศ 30 กันยายน 2554, จังหวัดบุรีรัมย์ 6 อำเภอ ประกาศ 2 ตุลาคม 2554, จังหวัดสมุทรสาคร 3 อำเภอ ประกาศ 7 ตุลาคม 2554[240], จังหวัดขอนแก่น 26 อำเภอ และจังหวัดภูเก็ตประกาศภัยพิบัติจากดินถล่มทั้งจังหวัด ประกาศเมื่อ 5 ตุลาคม 2554, จังหวัดน่าน ประกาศ 10 อำเภอ และจังหวัดจันทบุรี 8 อำเภอ[241]

จนถึงวันที่ 8 พฤศจิกายน กรมป้องกันและบรรเทาสาธารณภัยได้ประกาศภาวะภัยพิบัติฉุกเฉินตามระเบียบกระทรวงการคลังในกรุงเทพมหานครรวม 32 เขต[242] ต่อมาวันที่ 26 พฤศจิกายน จังหวัดนราธิวาส[243] ได้ประกาศพื้นที่ภัยพิบัติทั้งจังหวัด วันที่ 27 พฤศจิกายน จังหวัดปัตตานี ได้ประกาศพื้นที่ภัยพิบัติ ทั้งจังหวัด[244]

ความขัดแย้งเรื่องการกั้นน้ำ[แก้]
