บทคัดย่อ

การวิจัยเรื่อง “ภาวะผู้นำกับการรับมือกับปัญหาในเรื่องการจัดการน้ำในประเทศไทย”: กรณีศึกษากรมชลประทาน" เป็นการวิจัยเชิงคุณภาพเพื่อศึกษาให้เข้าใจภาวะผู้นำของกรมชลประทานในการบริหารจัดการน้ำ รวมทั้งการแก้ไขปัญหาในการจัดการน้ำในประเทศไทยเพื่อรับมือปัญหาน้ำท่วมหรือน้ำแล้งที่จะเกิดขึ้นในอนาคต โดยศึกษาจาก เอกสาร ตำรา บทความทางวิชาการ และการสืบค้นจากเว็บไซต์ต่าง ๆ และการเก็บข้อมูลภาคสนามด้วยการสัมภาษณ์แบบเจาะลึก (In - Depth Interview) ประกอบกับการสังเกตขณะสัมภาษณ์ผู้บริหารองค์กรคืออธิบดีกรมชลประทาน จำนวน 1 คน สัมภาษณ์กลุ่มเจ้าหน้าที่ผู้บริหารองค์กร กรมชลประทาน 5 คนรวมเป็นจำนวน 6 คน โดยมีประเด็นคำถามครอบคลุมวัตถุประสงค์ของการวิจัยทั้ง 3 ข้อ คือ เพื่อศึกษาภาวะผู้นำของกรมชลประทานในการบริหารจัดการน้ำ เพื่อศึกษาเกี่ยวกับแนวทางในการแก้ไขปัญหาการจัดการน้ำในประเทศไทย และเพื่อศึกษาแนวทางการรับมือปัญหาเรื่องน้ำท่วมจะเกิดขึ้นในอนาคต
งานวิจัยเชิงคุณภาพนี้สามารถแบ่งกลุ่มตัวอย่างออกเป็น 2 กลุ่ม ได้แก่ 1) อธิบดีกรมชลประทาน และ2) กลุ่มผู้บริหารองค์กร ซึ่งประกอบไปด้วย
1. การสัมภาษณ์เชิงลึกรายบุคคล (In - Depth Interview) คือ อธิบดีกรมชลประทาน ซึ่งผู้วิจัยได้ทำการเก็บข้อมูลในช่วงเดือน ตุลาคม พ.ศ. 2558
2. กลุ่มผู้บริหารองค์กร จำนวน 3 คน ซึ่งผู้วิจัยได้ทำการเก็บข้อมูลในช่วงเดือน มกราคม พ.ศ. 2559
จากสภาพปัญหาเกี่ยวกับทรัพยากรน้ำ แม้ว่ารัฐบาลได้ตระหนักถึงปัญหาเหล่านั้นและได้หาทางแก้ไขมาโดยตลอด แต่ปรากฏว่าปัญหาต่าง ๆ ทั้งหลายก็ยังมีอยู่อย่างเดิมและมีแนวโน้มที่จะทวีความรุนแรงขึ้นทุกปี แม้ว่าหน่วยงานต่าง ๆ ที่เกี่ยวข้องก็พยายามดำเนินแก้ไขปัญหาโดยมีโครงการต่าง ๆ เกิดขึ้นมากมาย แต่การดำเนินการส่วนใหญ่ของแต่ละหน่วยงานแม้จะมีหลักการที่จะดำเนินการโครงการร่วมกัน แต่ในทางปฏิบัติจริง ๆ ปรากฏว่าทำงานเป็นแบบเอกเทศและขาดการประสานงานกันอย่างจริงจัง
กลไกของการมีส่วนร่วมของประชาชนในการบริหารจัดกรน้ำด้านต่าง ๆ ควรพัฒนาให้มีการดำเนินการในทุกด้านให้สอดคล้องสัมพันธ์กัน เช่น การร่วมทำการศึกษาค้นคว้าปัญหาและสาเหตุของปัญหาทรัพยากรน้ำ ได้แก่ การขาดแคลนน้ำ การเกิดอุทกภัย และด้านคุณภาพน้ำที่เสื่อมโทรม ฯลฯ ที่เกิดขึ้นในชุมชน และความต้องการที่จะแก้ไขปัญหาของชุมชน
ร่วมคิดหาสร้างรูปแบบและวิธีการพัฒนา เพื่อแก้ไขและลดปัญหาเรื่องน้ำของชุมชน หรือเพื่อสร้างสรรค์สิ่งใหม่ที่เป็นประโยชน์ต่อชุมชน หรือสนองความต้องการน้ำของชุมชน โดยคำนึงถึงสิทธิชุมชนเสมอด้วย ร่วมวางนโยบาย หรือกำหนดแผนงานกิจกรรมหรือโครงการ เพื่อบรรเทาหรือขจัดปัญหาเรื่องน้ำที่สนองความต้องการของชุมชน ร่วมตัดสินใจการใช้ทรัพยากรน้ำที่มีจำกัดให้เป็นประโยชน์ต่อส่วนรวมอย่างเป็นธรรม ร่วมจัดการ หรือปรับปรุงรับการบริหารงานพัฒนาเกี่ยวกับน้ำในลุ่มน้ำให้มีประสิทธิภาพและประสิทธิผล ร่วมลงทุนในกิจกรรมโครงการของชุมชน ตามขีดความสามารถของชุมชนเอง และของหน่วยงาน ร่วมปฏิบัติตามนโยบาย แผนงานโครงการ และกิจกรรมให้บรรลุเป้าหมายที่กำหนดไว้ ร่วมควบคุม ติดตาม ประเมินผล และร่วมบำรุงรักษาโครงการและกิจกรรมที่ทำไว้ ทั้งที่เอกชนและรัฐดำเนินการให้ใช้ประโยชน์ได้ยืนนานตลอดไป ร่วมประชุม อบรม สัมมนา ที่ทางราชการและภาคเอกชนจัดขึ้น โดยร่วมเสนอแนะแนวทางแก้ไขปัญหาต่าง ๆ ร่วมกับ มีส่วนร่วมในการเป็นผู้ชักชวน แนะนำ ประชาสัมพันธ์ เรื่องราว ข่าวสาร เกี่ยวกับการบริหารจัดการน้ำด้านต่าง ๆ ให้ประชาชนในชุมชนของแต่ละลุ่มน้ำได้รับรู้เรื่องราวและเกิดความเข้าใจที่ดี
นอกจากนี้การแก้ไขปัญหามักดำเนินการด้วยความเร่งรีบเพราะมุ่งสร้างผลงานเพื่อสนองตอบนโยบายของรัฐเป็นหลัก จึงมักกำหนดแนวทางหรือกลยุทธ์จากส่วนกลางซึ่งอาจทำให้การวิเคราะห์ปัญหาต่าง ๆ ขาดความสมบูรณ์ เนื่องจากไม่ได้วิเคราะห์ปัญหาของพื้นที่และความต้องการของประชาชนอย่างแท้จริง จึงมีผลทำให้การวางแผนและการดำเนินการแก้ไขปัญหาไม่ประสบผลสำเร็จเท่าที่ควร
ณ วันนี้ เรื่องของ น้ำ คงเป็นวาระแห่งชาติที่รัฐบาลควรต้องพิจารณาปรับปรุงระบบและยุทธศาสตร์การจัดการ น้ำ ให้เหมาะสมกับสภาวการณ์ที่ประเทศไทยกำลังมุ่งแก้ไขปัญหาเกี่ยวกับน้ำ ให้ประชาชนพ้นจากความเดือดร้อน ด้วยแนวคิดของนโยบายและแผนหลักที่ตั้งอยู่บนฐานแห่งความเป็นจริง โดยอาศัยข้อมูล ความรอบรู้และสติปัญญา ของผู้เกี่ยวข้องทุกฝ่ายที่เข้าใจในรากเหง้าแห่งปัญหา แล้วมีการบริหารเชิงยุทธ์ด้วยแนวคิดและเทคโนโลยีที่มีประสิทธิภาพ เร่งรัดดำเนินงานตามนโยบายและแผนให้บรรลุเป้าหมายที่ต้องการให้ทั่วทุกลุ่มน้ำ
