ความเป็นมาและความสำคัญของปัญหา

การพูดเป็นพฤติกรรมทางภาษาที่ควบคู่ไปกับการฟังเพื่อการสื่อความหมายระหว่างมนุษย์ เป็นการเปล่งเสียงออกมาเป็นภาษาเพื่อถ่ายทอดความรู้ ความคิด ความรู้สึก หรือความต้องการของผู้พูดไปยังผู้ฟัง โดยใช้ถ้อยคำ น้ำเสียง และอากัปกิริยา จนเป็นที่เข้าใจกันได้ (วิกานดา, 2011 : website)
การพูดเป็นเครื่องมือที่มนุษย์ใช้ในการสื่อสารระหว่างกัน ผู้ที่ได้รับการทักทายจะเกิดความรู้สึกว่าตนเองมีคุณค่า ในการพูดทักทายกันนั้น สามารถเปิดประเด็นใหม่ของการสนทนาได้ การพูดจึงมีกฎเกณฑ์และผู้พูดต้องฝึกพูด นักพูดที่ดีต้องแสวงหาความรู้ต่างๆ ที่ทันสมัย เพื่อใช้เป็นหลักฐานอ้างอิง รวมทั้งสังเกตการพูดจากผู้พูดที่มีชื่อเสียง เพื่อพัฒนาการพูดของตน(เอกรินทร์ สี่มหาศาล และคณะ, 2011 : website)
ในชีวิตประจำวันของเรานั้น การพูดนับว่าเป็นพฤติกรรมการใช้ภาษาที่ใช้มากเป็นอันดับ 2 รองจากกการฟัง เราต้องใช้การพูดตั้งแต่ตื่นนอนจนกระทั่งเข้านอน การพูดช่วยให้ประสบความสำเร็จทั้งในชีวิตประจำวันและการประกอบกิจการงานต่างๆรวมถึงในด้านการเรียนการภาษา
การเรียนการสอนภาษาอังกฤษเป็นเรื่องสำคัญมากในโลกการศึกษาปัจจุบัน นักเรียนต้องฝึกพูดภาษาอังกฤษสนทนาเป็นกิจวัตร มิเช่นนั้นจะลืมหากไม่ได้ใช้ ดังนั้นครูจึงจำเป็นต้องสอนนักเรียนให้รู้ทักษะการสนทนาตามสถานการณ์ต่างๆทั้งในห้องเรียนและในสภาพแวดล้อมภายนอกได้อย่างเป็นธรรมชาติ ตลอดจนการใช้คำศัพท์ภาษาอังกฤษให้ถูกต้องตามสถานการณ์ของเจ้าจองภาษาเป็นหลักวัฒนธรรมประเพณี นักเรียนจำเป็นต้องรู้วัฒนธรรมของเจ้าของภาษาด้วย อีกทั้งยังต้องใช้คำศัพท์ให้ถูกต้องตามสถานการณ์ และสามารถนำไปประยุกต์ใช้ในชีวิตประจำวันได้
การสอนภาษาทุกภาษา มีธรรมชาติของการเรียนรู้เช่นเดียวกัน คือเริ่มจากการฟังและการพูด แล้วจึงไปสู่การอ่านและการเขียนตามลำดับ ซึ่งการสอนทักษะการพูดภาษาอังกฤษในเบื้องต้น มุ่งเน้นความถูกต้องของการใช้ภาษา (Accuracy) ในเรื่องของเสียง คำศัพท์ (Vocabulary) ไวยากรณ์ (Grammar) กระสวนประโยค (Patterns) ดังนั้นกิจกรรมที่จัดให้ผู้เรียนระดับต้นที่ได้ฝึกทักษะการพูด จึงเน้นกิจกรรมที่ผู้เรียนต้องฝึกปฏิบัติตามแบบ หรือตามโครงสร้างประโยคที่กำหนดให้พูดเป็นส่วนใหญ่ สำหรับผู้เรียนระดับสูง กิจกรรมฝึกทักษะการพูดจึงจะเน้นที่ความคล่องแคล่วของการใช้ภาษา (Fluency)และจะเป็นการพูดแบบอิสระมากขึ้น เพราะจุดมุ่งหมายที่แท้จริงของการพูด คือ การสื่อสารให้ผู้อื่นได้รับรู้ด้วยการพูดอย่างถูกต้องและคล่องแคล่ว ครูผู้สอนจึงควรมีความรู้และความสามารถอย่างไร จึงจะสามารถจัดการเรียนรู้เพื่อฝึกทักษะการพูดให้แก่ผู้เรียนได้อย่างสอดคล้องกับระดับและศักยภาพของผู้เรียน (Teacher Lee, 2013 : website)
