ความเป็นมาของโครงการ

บริษัทโดลไทยแลนด์ จำกัดได้เช่าที่ดินโครงจัดการพัฒนาที่ดินหนองพลับ-กลัดหลวง ตามพระราชประสงค์ ระยะเวลาเช่า 20 ปี ซึ่งจะครบกำหนดในเดือนเมษายน 2536 มีพื้นที่ประมาณ 4,794 ไร่ ทางโครงการจัดพัฒนาที่ดิน (กรมพัฒนาที่ดิน) ได้พิจารณาว่า หากจะจัดพื้นที่ให้ราษฎรก็มีปัญหาดินเสื่อมโทรม เพราะพื้นที่ดังกล่าวทำการปลูกสับปะรดติดต่อกันมานานถึง 20 ปี จึงเห็นว่าน่าจะนำมาใช้ประโยชน์เป็นพื้นที่ศึกษาและพัฒนาการฟื้นฟูคุณภาพ ดิน น้ำ ป่าไม้ เป็นการขยายผลการศึกษาจากโครงการพระราชดำริห้วยทราย โครงการ ฯเขาชะงุ้ม และโครงการฯ ห้วยฮ่องไคร้

เมื่อวันที่ 22 กรกฎาคม 2535 พระบาทสมเด็จพระเจ้าอยู่หัวได้เสด็จพระราชดำเนินที่ ศูนย์ ฯ ห้วยทราย อธิบดีกรมพัฒนาที่ดินได้กราบบังคมทูลขอพระราชทานพระราชดำริ นำพื้นที่ดังกล่าวมาใช้ในการศึกษาข้อมูลเกี่ยวกับการพัฒนาหญ้าแฝก ได้ทรงมีพระราชดำริให้กรมป่าไม้ กรมชลประทาน และกรมพัฒนาที่ดิน ร่วมกันดำเนินการและได้เคยมีพระราชดำริเมื่อปี 2535 ในเรื่องการสร้างอ่างเก็บน้ำห้วยไม้ตาย ซึ่งอยู่ในพื้นที่โครงการนี้โดยทั้งนี้ให้พิจารณาพื้นที่ตอนบน ด้วยว่าอาจสร้างอ่างเก็บน้ำขนาดเล็ก ๆ ได้ ต่อมามูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ได้พิจารณาเลือกพื้นที่โครงการจัดพัฒนาที่ดินฯ ส่วนดังกล่าวเป็นพื้นที่ปลูกป่าพระราชทาน โดยให้ชื่อโครงการปลูกป่าชัยพัฒนา-แม่ฟ้าหลวง

หลักการและเหตุผล

จากสภาพปัญหาหน้าดินถูกชะล้างและพัดพาไปจนหมดหรือเกือบหมด เกิดจากการกัดเซาะเป็นร่องน้ำลึกจำนวนมาก ทำให้ดินเสื่อมโทรมอย่างรุนแรง ประกอบกับการใช้สารเคมีติดต่อกัน มายาวนานอาจมีผลตกค้างเป็นอันตรายต่อพืชและสัตว์เลี้ยง ดังนั้นการใช้ประโยชน์ที่ดินเพื่อการเกษตรจึงค่อนข้างลำบาก ต้องลงทุนสูง ไม่คุ้มค่ากับการลงทุน หากจัดเป็นที่ทำกินให้เกษตรกรก็จะเป็นการสร้างปัญหาแก่เกษตรกร และประเทศชาติไม่มีที่สิ้นสุด จึงสมควรฟื้นฟูที่ดินเสื่อมโทรมในรูปแบบที่เหมาะสม โดยการปลูกหญ้าแฝกอนุรักษ์ดิน รักษาความชุ่มชื้นควบคู่กับการปลูกป่า และจัดทำเป็นสวนพฤกษศาสตร์อันเป็นการรักษาทรัพยากรที่ดินของประเทศให้นำมาใช้ประโยชน์อย่างถูกต้องและเหมาะสม เป็นการปรับปรุงสภาพแวดล้อมและระบบนิเวศน์วิทยา เป็นแหล่งศึกษาด้านพฤกษศาตร์ และการอนุรักษ์ทรัพยากรธรรมชาติซึ่งสอดคล้องกับแนวทางพัฒนาทรัพยากรธรรมชาติในช่วงแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 7

วัตถุประสงค์

2. เพื่อเสริมสร้างทัศนคติและความสำนึกรับผิดชอบที่ดีงามต่อประเทศชาติ ให้กับประชาชนในท้องถิ่น และให้ประชาชนมีส่วนร่วมในการพัฒนาตามโครงการให้มากที่สุด

3. เพื่อให้ประชาชนยากไร้ในพื้นที่สามารถหาประโยชน์จากป่าไม้ที่ปลูก

4. เพื่อนำผลงานการศึกษา ทดลอง จากศูนย์การศึกษาพัฒนาและโครงการต่าง ๆ ตามพระราชดำริมาขยายผล
