ปี 2554 ประเทศไทยประสบปัญหาอุทกภัยครั้งรุนแรงที่สุดเป็นประวัติการณ์ ตั้งแต่ต้นปีจนถึงปลายปี และมีพื้นที่ประสบภัยกระจายตัวในทุกภาคของประเทศ โดยเฉพาะพื้นที่ภาคเหนือและภาคกลางที่เกิดน้ำท่วมหนักเป็นระยะเวลานาน ยิ่งไปกว่านั้นพื้นที่กรุงเทพมหานครและปริมณฑล เป็นพื้นที่หนึ่งซึ่งเกิดน้ำท่วมหนักในรอบ 70 ปี หากนับจากเหตุการณ์น้ำท่วมกรุงเทพมหานครในปี 2485 อุทกภัยครั้งนี้ส่งผลให้เกิดความเสียหายอย่างกนักทั้งทางภาคการเกษตร อุตสาหกรรม เศรษฐกิจ สังคม และส่งผลกระทบเป็นลูกโซ่ไปยังภาคส่วนอื่นอีกเป็นจำนวนมาก
พื้นที่ประสบอุทกภัยและมีการประกาศเป็นพื้นที่ภัยพิบัติกรณีฉุกเฉินตั้งแต่ปลายเดือนกรกฎาคม 2554 จนเดือนพฤศจิกายน รวมทั้งสิ้น 65 จังหวัด ทั้งนี้ มีผู้เสียชีวิต 657 ราย สูญหาย 3 คน ราษฎรเดือดร้อน 4,039,459 ครัวเรือน 13,425,869 คน บ้านเรือนเสียหายทั้งหลัง 2,329 หลัง บ้านเรือนเสียหายบางส่วน 96,833 หลัง พื้นที่การเกษตรคาดว่าจะได้รับความเสียหาย 11.20 ล้านไร่ ถนน 13,961 สาย ท่อระบายน้ำ 777 แห่ง ฝาย 982 แห่ง ทำนบ 142 แห่ง สะพาน/คอสะพาน 724 แห่ง บ่อปลา/บ่อกุ้ง/หอย 231,919 ไร่ ปศุสัตว์ 13.41 ล้านตัว

พายุ ปี 2554 ประเทศไทยได้รับอิทธิพลทั้งโดยตรงและโดยอ้อมจากพายุที่เคลื่อนตัวมาจากทะเลจีนใต้ ทั้งหมด 5 ลูก ได้แก่ พายุโซนร้อนไหหม่า นกเตน ไห่ถาง เนสาด และนาลแก โดยพื้นที่ภาคเหนือเป็นพื้นที่ที่ได้รับผลกระทบหนักสุด โดยช่วงปลายเดือนมิถุนายน มีพายุโซนร้อน "ไหหม่า" พัดถล่มพื้นที่ภาคเหนือและภาคตะวันออกเฉียงเหนือ ส่งผลให้ปริมาณน้ำในแม่น้ำยมเพิ่มขึ้นอย่างมาก ถัดมาในช่วงปลายเดือนกรกฎาคม น้ำในพื้นที่ภาคเหนือยังไม่ทันระบายได้หมด พายุ “นกเตน” ได้พัดถล่มซ้ำพื้นที่เดิมอีก ทำให้ปริมาณน้ำยิ่งเพิ่มสูงขึ้น หลังจากนี้ได้มีพายุที่ส่งผลกระทบอย่างต่อเนื่องอีกคือ พายุ “ไห่ถาง” ที่ส่งผลกระทบต่อภาคตะวันออกเฉียงเหนือบริเวณพื้นที่ริมแม่น้ำโขง ในช่วงวันที่ 27-29 กันยายน 2554 ต่อมาคือ พายุ “เนสาด” ได้ส่งผลกระทบต่อประเทศไทยต่อเนื่องจากพายุ “ไห่ถาง” บริเวณที่ได้รับผลกระทบยังคงเป็นพื้นที่ภาคตะวันออกเฉียงเหนือและด้านตะวันออกของภาคเหนือ ส่วนพายุลูกสุดท้ายคือ พายุนาลแก ที่อิทธิพลของพายุส่งผลให้ลมมรสุมตะวันตกเฉียงใต้มีกำลังแรงขึ้นและทำให้มีฝนมากในพื้นที่ภาคกลางและภาคตะวันออก ช่วงวันที่ 5-7 ตุลาคม 2554
ร่องมรสุมและลมประจำท้องถิ่น ช่วงเดือนพฤษภาคมถึงเดือนตุลาคม มีร่องมรสุมพาดผ่านบริเวณประเทศไทยอย่างต่อเนื่อง โดยเฉพาะบริเวณตอนบนและตอนกลางของประเทศ ส่งผลให้เกิดฝนตกหนักและน้ำท่วมในหลายพื้นที่ นอกจากนี้มรสุมตะวันตกเฉียงใต้ที่พัดบริเวณทะเลอันดามัน ประเทศไทย และอ่าวไทย มีกำลังค่อนข้างแรง เป็นปัจจัยที่เสริมให้ปริมาณฝนยิ่งเพิ่มทวีมากขึ้น นอกจากนี้เมื่อพิจารณาเฉพาะปริมาณฝนในพื้นที่กรุงเทพมหานคร ยังพบอีกว่าปี 2554 ปริมาณฝนสะสมตั้งแต่ต้นปีมีค่าสูงที่สุดเมื่อเทียบกับปริมาณฝนรายเดือนสะสม ของสำนักการระบายน้ำเฉลี่ยคาบ 20 ปี (2534-2553) และ ปริมาณฝนรายเดือนสะสมของกรมอุตุนิยมวิทยาเฉลี่ยคาบ 30 ปี (2524-2553) โดยในวันที่ 1 ธันวาคม 2554 มีปริมาณฝนสะสมตั้งแต่ต้นปีอยู่ที่ 2,257.5 มิลลิเมตร ซึ่งปริมาณฝนรายเดือนสะสมเฉลี่ยคาบ 20 ปี ของสำนักการระบายน้ำ สิ้นเดือนพฤศจิกายน อยู่ที่ 1,654.4 มิลลิเมตร ส่วนปริมาณฝนรายเดือนสะสมเฉลี่ยคาบ 30 ปี ของกรมอุตุนิยมวิทยา สิ้นเดือนพฤศจิกายน อยู่ที่ 1,973.5 มิลลิเมตร
