ดังนั้นเมื่อวันที่ ๒๙ กรกฎาคม ๒๔๙๘ รัฐบาลได้กราบบังคมทูลเชิญพระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ไปทรงประกอบรัฐพิธีก่อฤกษ์พุทธมณฑล ณ บริเวณที่จะก่อสร้างพระพุทธรูปประธานพุทธมณฑล ปัจจุบันคือ อำเภอพุทธมณฑล จังหวัดนครปฐม


วัตถุประสงค์ในการสร้างพุทธมณฑลนั้นมี ๘ ประการ ข้อที่สำคัญที่สุดคือ เป็นพุทธบูชาและเป็นพุทธานุสรณียสถาน ในวโรกาสที่พระพุทธศาสนา ซึ่งเป็นศาสนาประจำชาติไทย เจริญรุ่งเรืองมาจนครบ ๒,๕๐๐ ปี ในปี พ.ศ.๒๕๐๐


พุทธมณฑลสมัยนั้นก็เป็นเสมือนป่าเราดี ๆ นี่เอง ยังไม่เกิดเป็นอำเภอ จุดที่อยู่ใกล้และมีชื่อเสียงให้รู้จักกันคือตำบลศาลายา ซึ่งปัจจุบันก็ยังเป็นตำบลศาลายา อำเภอนครชัยศรี การก่อสร้างเริ่มไปได้ไม่เท่าไร รัฐบาลท่านจอมพล ป.พิบูลสงคราม ก็หมดอำนาจ เป็นผลให้การก่อสร้างพุทธมณฑลหยุดชะงักไป จนถึง พ.ศ.๒๕๒๑ คณะรัฐมนตรีสมัย พล.อ.เกรียงศักดิ์ ชมะนันท์ เป็นนายกรัฐมนตรี มอบหมายให้กรมศาสนา กระทรวงศึกษาธิการรับมอบงานก่อสร้างต่อจากกระทรวงมหาดไทย มาดำเนินการจัดสร้าง คราวนี้ให้นายกรัฐมนตรีเป็นประธานกรรมการฝ่ายฆราวาส สมเด็จพระสังฆราชเป็นประธานกรรมการฝ่ายสงฆ์
