อุทยานแห่งชาติภูเรือ มีพื้นที่ครอบคลุมท้องที่อำเภอภูเรือและอำเภอท่าลี่ จังหวัดเลย อาณาเขตด้านทิศเหนืออยู่ติดกับประเทศลาว รูปพรรณสันฐานของภูเรือมีรูปร่างลักษณะเหมือนเรือใหญ่บนยอดดอยสูงเป็นภูผาสีสันสะดุดตาหินบางก้อนมีลักษณะเหมือนถูกปั้นแต่งไว้ ชาวบ้านเรียกว่า “กว้านสมอ” โดยรอบๆ จะเห็นยอดดอยเป็นขุนเขาน้อยใหญ่ใกล้เคียงเป็นฝ้าขาวด้วยละอองน้ำ หมอก ปกคลุมไว้ท่ามกลางป่าอันอุดมสมบูรณ์ มีเนื้อที่ประมาณ 120.84 ตารางกิโลเมตร

ในปี พ.ศ. 2519 อธิบดีกรมป่าไม้ เดินทางมาราชการที่อุทยานแห่งชาติภูกระดึง นายสุจินต์ เพชรดี ปลัดจังหวัดเลย ได้ให้ความเห็นว่า ควรส่งเสริมป่าภูเรือให้เป็นสถานที่ท่องเที่ยวของจังหวัด จากนั้นจังหวัดเลยจึงให้ทางอำเภอภูเรือสำรวจพื้นที่ป่าภูเรือ ซึ่งอำเภอภูเรือได้รายงานถึงจังหวัดเลยว่า พื้นที่ป่าภูเรือมีทรัพยากรธรรมชาติที่สวยงามสำคัญหลายแห่ง เช่น ป่าไม้ น้ำตก ทิวทัศน์ เหมาะที่จะจัดตั้งเป็นอุทยานแห่งชาติได้ กองอุทยานแห่งชาติ กรมป่าไม้ จึงได้ให้เจ้าหน้าที่ไปทำการสำรวจหาข้อมูลเบื้องต้นของป่าภูเรือ ท้องที่อำเภอภูเรือและอำเภอท่าลี่ จังหวัดเลย ปรากฏว่า ป่าแห่งนี้อยู่ในเขตป่าหมายเลข 23 ตามมติคณะรัฐมนตรี เมื่อวันที่ 12 พฤศจิกายน 2506 ให้รักษาไว้ให้เป็นป่าถาวรของชาติ

พื้นที่ป่าภูเรือประกอบด้วยทิวเขาสูง สลับซับซ้อนเรียงรายเป็นรูปต่างๆ น่าพิศวงสลับกับที่ราบเป็นบางส่วน สาเหตุที่ขนานนามว่า “ภูเรือ” เพราะมีภูเขาลูกหนึ่งมีชะโงกผายื่นออกมาดูคล้ายสำเภาใหญ่ และที่ราบบนยอดเขามีลักษณะคล้ายท้องเรือตลอดจนมีธรรมชาติและทิวทัศน์ที่สวยงาม เหมาะสมที่จะจัดตั้งเป็นอุทยานแห่งชาติ

กองอุทยานแห่งชาติ กรมป่าไม้ ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งมีมติในการประชุมเมื่อวันที่ 12 ธันวาคม 2521 เห็นชอบให้กำหนดพื้นที่ป่าดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าภูเรือ ในท้องที่ตำบลอาฮี ตำบลท่าลี่ อำเภอท่าลี่ และตำบลลาดค่าง ตำบลหนองบัว ตำบลร่องจิก อำเภอภูเรือ จังหวัดเลย ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศไว้ในราชกิจจานุเบกษา เล่ม 96 ตอนที่ 124 ลงวันที่ 26 กรกฎาคม 2522 นับเป็นอุทยานแห่งชาติลำดับที่ 16 ของประเทศ

ลักษณะภูมิประเทศ
อุทยานแห่งชาติภูเรือ มีลักษณะภูมิประเทศเป็นทิวเขาสูงสลับซับซ้อนประกอบด้วย เขาหินทรายเป็นส่วนใหญ่ นอกจากนั้นเป็นหินแกรนิตสลับกันไป ลักษณะเช่นนี้จึงทำให้มีที่ราบสูงสลับกับ ยอดเขาสูงทั่วไป มียอดเขาสูงที่สุดคือ ยอดภูเรือ มีความสูงถึง 1,365 เมตรจากระดับน้ำทะเลปานกลาง ยังมียอดเขาที่สำคัญ คือ ยอดเขาภูสัน มีความสูง 1,035 เมตรจากระดับน้ำทะเลปานกลาง และยอดภูกุ มีความสูง 1,000 เมตรจากระดับน้ำทะเลปานกลาง ลักษณะเช่นนี้เองจึงเป็นแหล่งต้นน้ำลำธารที่สำคัญก่อให้เกิดลำธารหลายสาย เช่น ห้วยน้ำด่าน ห้วยบง ห้วยเถียงนา ห้วยทรายขาว ห้วยติ้ว และห้วยไผ่ ซึ่งเป็นต้นกำเนิดของน้ำตกห้วยไผ่ที่สวยงามแห่งหนึ่ง

ลักษณะภูมิอากาศ
ด้วยอุทยานแห่งชาติภูเรืออยู่ที่จังหวัดเลย ซึ่งเป็นจังหวัดที่มีอากาศหนาวเย็นที่สุดของประเทศไทย และอยู่บนยอดเขาสูง จึงทำให้มีอากาศเย็นตลอดปี โดยเฉพาะในช่วงฤดูหนาวจะหนาวเย็นมาก จนกระทั่งน้ำค้างบนยอดหญ้าจะแข็งตัวกลายเป็นเกล็ดน้ำแข็ง ซึ่งมีภาษาพื้นเมืองเรียกว่า “แม่คะนิ้ง” ผู้ที่จะไปพักผ่อนควรเตรียมตัวให้พร้อมที่จะผจญกับความหนาวเย็น

พืชพันธุ์และสัตว์ป่า
ภูเรือ มีสภาพป่าหลายชนิดปะปนกันอย่างสวยงาม ทั้งป่าเบญจพรรณ ป่าเต็งรัง ป่าดงดิบ ป่าสนเขา โดยเฉพาะยอดภูเรือ ประกอบด้วยป่าสนเขา สลับกับสวนหินธรรมชาติแซมด้วยพุ่มไม้เตี้ย สลับด้วยทุ่งหญ้าเป็นระยะ ไม้พื้นล่างที่พบโดยทั่วไป ได้แก่ กุหลาบป่า มอส เฟิน และกล้วยไม้ที่สวยงาม เช่น ม้าวิ่ง สามปอย ไอยเรศ เอื้องคำ เอื้องผึ้ง เอื้องเงิน ซึ่งขึ้นตามต้นไม้และโขดหิน กล้วยไม้เหล่านี้จะออกดอกบานสะพรั่งให้ชมสลับกันไปตลอดทั้งปี

อุทยานแห่งชาติภูเรือมีความหลากหลายของชนิดสัตว์ป่าทั้งหมด 257 ชนิด ประกอบด้วยสัตว์ที่พบเห็นตัวโดยตรงหรือร่องรอยและหลักฐานของสัตว์ป่าจำนวน 236 ชนิด และสัตว์ป่าที่ได้ ข้อมูลจากการสอบถามจำนวน 21 ชนิด จำแนกเป็นจำนวนชนิดของสัตว์ป่าแต่ละกลุ่มคือ (1) สัตว์สะเทินน้ำสะเทินบก 20 ชนิด (2) สัตว์เลื้อยคลาน 38 ชนิด (3) นก 162 ชนิด และ (4) สัตว์เลี้ยงลูกด้วยนม 37 ชนิด สัตว์ป่าที่รวบรวมได้ในพื้นที่อุทยานแห่งชาติภูเรือไม่ปรากฏว่ามีสัตว์ป่าชนิดที่มีสถานภาพเป็นสัตว์ป่าสงวนแต่มีสภาพเป็นสัตว์ป่าคุ้มครองจำนวน 194 ชนิด และมีสัตว์ ป่าอีก 63 ชนิด ไม่ได้รับการคุ้มครองโดยกฎหมายตามพระราชบัญญัติสงวนและคุ้มครองสัตว์ป่า พ.ศ. 2535 และตามกฎกระทรวง พ.ศ. 2546
สัตว์ป่าที่ต้องการอนุรักษ์ตามภาวะการถูกคุกคามในประเทศไทย ตามประกาศสำนักนโยบายและแผนสิ่งแวดล้อม(2540) มีจำนวน 7 ชนิด แจกแจงเป็น (1) สัตว์ป่ามีแนวโน้มใกล้สูญพันธุ์จำนวน 6 ชนิด ได้แก่ เต่าปูลู ไก่ฟ้าพญาลอ ค่างแว่นถิ่นเหนือ หมาจิ้งจอก หมาใน และเสือโคร่ง และ(2) สัตว์ป่าใกล้ถูกคุกคามจำนวน 1 ชนิด ได้แก่ เหยี่ยวปีกแดง สัตว์ป่าที่มีสถานภาพเพื่อการอนุรักษ์ตามภาวะการถูกคุกคามในระดับโลกของ IUCN (2004) มีจำนวน 2 ชนิด แจกแจงเป็น (1) สัตว์ป่าใกล้สูญพันธุ์จำนวน 1 ชนิด คือ หมาไน และ (2) สัตว์ป่าใกล้ถูกคุกคามจำนวน 1 ชนิด คือ ไก่ฟ้าพญาลอ
