จัดงานระหว่าง ๑ - ๕ เมษายน ของทุกปี ณ บริเวณหน้าสถานีรถไฟนครลำปาง
การจัดงานในครั้งนี้มีวัตถุประสงค์ เพื่อรำลึกถึงความสำคัญขิงกิจการรถไฟ รถม้า ที่ได้เข้ามาสู่จังหวัดลำปาง เป็นครั้งแรกในอดีตเมื่อ ๑ เมษายน ๒๔๕๙ ในสมัยของรัชกาลที่ ๖ และมีการนำรถม้ามาให้บริการบนเส้นทางหลวงของมณฑลสายเหนืออีกด้วย จึงนับว่ารถไฟและรถม้ามีบทบาทสำคัญต่อนครลำปางเป็นอย่างยิ่ง ซึ่งได้สร้างความเจริญรุ่งเรืองทั้งด้านเศรษฐกิจและสังคม แก่ชาวนครลำปางมาจนถึงปัจจุบัน เพื่ออนุรักษ์และเสริมสร้างอัตลักษณ์ด้านศิลปวัฒนธรรมวิถีชีวิตของชาวลำปาง ที่ถือว่ามีเสน่ห์และมีเอกลักษณ์ในตัวเองให้ดำรงคงอยู่และเผยแพร่สู่สาธารณ ชน นอกจากนั้นยังเป็นการส่งเสริมการท่องเที่ยว กระตุ้นเศรษฐกิจและตลาดการท่องเที่ยวของจังหวัดลำปาง
สำหรับกิจกรรมต่างๆภายในงานนั้นมีมากมายทั้งการ ชมตลาดย้อนยุค "กาดหมั้ว" ชมและเลือกซื้อ สินค้า OTOP ชมนิทรรศการประวัติศาสตร์ รถไฟ รถม้า นครลำปาง ประกวดคาวบอยชายและ หญิง การแสดงศิลปวัฒนธรรมพื้นบ้าน ให้บริการนั่งรถม้าชมเมืองลำปาง ชมเมืองลำปาง การจัดมหกรรมอาหาร การบริการท่องเที่ยว พิเศษในค่ำคืน วันที่ ๑ เมษายน มีการนั่งกินข้าวแลงอมราสะโตกคำ พร้อมชมการแสดง แสง สี เสียง
