ความเป็นมาของวันสตรีไทยก่อเกิดจากแนวความคิดที่ว่า ในเดือนสิงหาคมเป็นเดือน แห่ง มหามงคลสมัย ที่ปวงชนชาวไทยพร้อมใจกันเฉลิมพระชนมพรรษาสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ ในวันที่ 12 สิงหาคม ประดุจแม่ของแผ่นดิน และทางราชการได้กำหนด เป็นวันแม่แห่งชาติ องค์กรสตรีไทยทั่วประเทศได้หารือกันทั้งภาครัฐและเอกชน มีความประสงค์
ร่วมกันกำหนดให้มีวันสตรีไทยขึ้น ซึ่งเป็นความภาคภูมิใจที่สตรีไทย ได้มีโอกาสร่วมกัน กำหนด วันของตนเอง เป็นการผลักดันกระบวนทัศน์ ความคิด ที่มีเอกลักษณ์เฉพาะสตรีไทย และภูมิปัญญา ที่เป็นของตนเองให้ผนึกกันก้าวไปในแนวทางที่สอดคล้องกับนโยบายภาครัฐ เพื่อยกระดับ สถานภาพชีวิตของสตรีไทย และร่วมกันพัฒนาเพื่อความเจริญก้าวหน้า ของประเทศ ทุกองค์กร จึงกำหนดวันสตรีไทยขึ้น และได้รับพระมหากรุณาธิคุณอันล้นเกล้า จากสมเด็จพระนางเจ้าสิริกิติ์

สำหรับแนวทางการจัดกิจกรรมในส่วนกลาง กระทรวงการพัฒนาสังคมฯ ร่วมกับหน่วยงานภาคเอกชน จัดงานวันสตรีไทย ผนวกรวมกับการจัดงานสุดยอดหมู่บ้านอุตสาหกรรมและทอผ้าไทย ครั้งที่ 3 ระหว่างวันที่ 30 กรกฎาคม - 8 สิงหาคม 2547 ณ ศูนย์แสดงสินค้านานาชาติ อิมเพ็ค เมืองทองธานี กิจกรรมสำคัญก์คือ การมอบรางวัลสตรีดีเด่น สื่อโฆษณาดีเด่น ส่งเสริมบทบาทแม่ การสัมมนาทางวิชาการ การจัดนิทรรศการ มหกรรมอาหารไทย ศิลปวัฒนธรรม 4 ภาค เป็นต้น
ในส่วนภูมิภาค จัดกิจกรรมเชิดชูเกียรติสตรีไทยหัวใจแกร่ง ขอความร่วมมือทุกจังหวัด โดยสำนักงานพัฒนาสังคม และ สวัสดิการจังหวัด ร่วมกับองค์กรสตรีระดับจังหวัด อำเภอ ตำบล องค์กรปกครองท้องถิ่น ร่วมกันคัดเลือกสตรีที่เป็นผู้นำครอบครัว เนื่องจากสามีเสียชีวิต หย่าร้าง หรือถูกทอดทิ้ง ให้ดูแลครอบครัวตามลำพัง ประกอบอาชีพสุจริต ครอบครัวยากจน มีความอดทน มีมานะอุตสาหะ จังหวัดละ 5 ราย มอบเงินทุนประกอบอาชีพ เพื่อเป็นขวัญกำลังใจแก่สตรีผู้นำ ครอบครัวที่ยากจน โดยขอรับเงิน สนับสนุนจากสำนักงานพัฒนาสังคม และสวัสดิการจังหวัด หรือเหล่ากาชาดจังหวัด ฯลฯ เพื่อถวายเป็นพระราชกุศล แด่สมเด็จ พระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ เนื่องในวโรกาส พระชนมายุครบ 72 พรรษา

"สตรีไทยในยุคปัจจุบัน มีความคิดที่ก้าวหน้า และทันสมัยมากขึ้น จึงมีส่วนร่วมอย่างสำคัญ ในการพัฒนาประเทศ การสั่งสม ภูมิปัญญาของสตรีไทย ที่สืบเนื่องกันมานับแต่โบราณกาลจวบจนปัจจุบัน ได้ก่อให้เกิดเอกลักษณ์ทางวัฒนธรรมอันเป็น ความ ภาคภูมิใจยิ่งของชาวไทย และการที่จะธำรงความภาคภูมิใจนี้ไว้ให้ยั่งยืน ย่อมเป็นหน้าที่ของสตรีไทยทุกคน ที่จะต้องช่วยกันรักษา และเชิดชูเอกลักษณ์ ทางวัฒนธรรมของชาติ ตลอดจนภูมิปัญญาท้องถิ่น ให้สืบทอดไปยังอนุชนรุ่นต่อไปโดยไม่ขาดสาย

เนื่องในโอกาสที่วันนี้เป็นวันสตรีไทย ข้าพเจ้าจึงของฝากความคิดเห็นว่า สตรีไทยมีหน้าที่สำคัญเบื้องต้น 4 ประการ คือ
ประการแรก พึงทำหน้าที่ "แม่" ให้สมบูรณ์ โดยทำให้ครอบครัวบังเกิดความรัก และความอบอุ่น มีความเข้าใจและไว้วางใจ ซึ่กงันและกัน แม่ควรเป็นที่ยึดมั่นของลูก เมื่อลูกเกิดปัญหาก็ช่วยแก้ไขด้วยความเมตตา และสอนให้รู้จักดำเนินชีวิตในทางที่ถูกที่ควร ถ้าสตรีไทยทำเช่นนี้ได้ เด็กไทยก็จะเติบโตเป็นพลเมืองดี และช่วยป้องกันปัญหาร้ายแรงต่าง ๆ ในสังคมไทย
