29 ต.ค. 58 นายเสรี สุวรรณภานนท์ สมาชิกสภาขับเคลื่อนการปฏิรูปประเทศ (สปท.) ในฐานะประธานคณะกรรมาธิการ (กมธ.) ยกร่างข้อบังคับการประชุมสปท. กล่าวถึง ข้อบังคับการประชุมสปท. ว่า ได้หารือ และจัดทำเสร็จเรียบร้อยแล้ว โดยจะนำเข้าที่ประชุมสปท. ในวันที่ 2 พ.ย.นี้ ซึ่งจะมีกรรมาธิการสามัญทั้งหมด 11 คณะ และกมธ.วิสามัญ 1 คณะ คือคณะการป้องกันการทุจริตและประพฤติมิชอบ ส่วนใครจะเป็นผู้รับผิดชอบนั้น จะดำเนินการแต่งตั้งในภายหลัง ขณะที่กระบวนการขับเคลื่อนการปฏิรูป ถือว่ามีความชัดเจนเป็นรูปธรรมมากขึ้นในทุกคณะ มีแผนการทำงานและมีกรอบเวลา เพื่อให้เกิดสัมฤทธิ์ผลในการปฏิรูปด้านต่าง ๆ ซึ่งกรอบเวลาการทำงาน สามารถสรุปได้ 2 แผน คือ1.กรรมาธิการกิจการสภาต้องไปกำหนดแผนงานในเรื่องของเวลา และ2. ทุกกรรมาธิการต้องจัดทำแผนเพื่อให้มีโรดแมปและมีแนวทางในการปฎิรูปในแต่ละด้านสำเร็จ จากนั้นจะต้องมีการรายงานความคืบหน้าต่อประธานสปท.ทุกเดือน

นายเสรี กล่าวอีกว่า หลังจากได้กฎข้อบังคับเรียบร้อยแล้ว ก็จะมีการตั้งกรรมาธิการแต่ละคณะซึ่งในส่วนของกรรมาธิการในแต่ละคณะยังไม่ได้มีการหารือกันในที่ประชุม ส่วนจำนวนบุคคลในแต่ละคณะคาดว่าได้กำหนดไว้ประมาณ11 - 19 คน ส่วน กมธ.ฯการป้องกันการทุจริตและประพฤติมิกำหนดไม่เกิน 21 คน

“เนื่องจากกมธ.ฯแต่ละด้านสามารถส่งตัวแทนมาได้ไม่เกิน 1 คน รวมเป็น 11คน และอีก 10 คนนั้น อาจจะมีการเปิดให้สรรหาคนนอก หรือ ประกาศรับสมัครต้องหารือในที่ประชุมกันอีกครั้ง อย่างไรก็ดี ในทุกคณะกมธ.ฯต้องร่วมกันแก้ไขปัญหาการทุจริตได้” นายเสรี กล่าว
