“สถานการณ์ Arms Race มีสาเหตุจาก (1) ประเทศเหล่านั้นต้องเป็นอริศัตรูกันทั้งสองฝ่าย (2) ต้องมีการเพิ่มจำนวนหรือแสนยานุภาพของอาวุธยุทธโปกรณ์ในอัตราที่สูงฉับพลัน และ (3) การสะสมอาวุธต้องมีความสัมพันธ์เชิงตอบโต้กัน ทำให้เกิดปรากฏการณ์ การหวาดระแวงด้านความมั่นคง (Security Dilemma) ที่ส่งผลกระทบต่อความมั่นคงของภูมิภาคนั้นๆ”
