ปี พ.ศ. 2543 มหาวิทยาลัยได้เริ่มทำการก่อสร้างอาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ ณ วิทยาเขตรังสิต ภายใต้วัตถุประสงค์ที่ต้องการให้เป็นศูนย์บริการทางเทคโนโลยีการศึกษาและพัฒนาไปสู่การให้บริการห้องสมุดอิเล็กทรอนิกส์ (Electronic Library) โดยปรับเปลี่ยนห้องสมุดมาเป็นศูนย์การเรียนรู้ การค้นคว้าและวิจัย (Learning and Research Center) และในเดือนธันวาคม พ.ศ. 2544 แผนกห้องสมุดรังสิต ได้ทำการย้ายจากเดิมมาอยู่ ณ อาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ วิทยาเขตรังสิต รวมถึง ผู้อำนวยการสำนักหอสมุดกลาง แผนกส่งเสริมและพัฒนาทรัพยากร และ แผนกวิเคราะห์สารนิเทศ ได้ย้ายจากวิทยาเขตกล้วยน้ำไท มาทำการที่อาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ วิทยาเขตรังสิต ถัดมาในปี พ.ศ. 2545 ในวันที่ 16 มกราคม สำนักหอสมุดกลางเริ่มเปิดให้บริการ ณ อาคารหอสมุดสุรัตน์ และ ในวันที่ 29 พฤศจิกายน พ.ศ. 2545 สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จพระราชดำเนินทรงเปิดอาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ อย่างเป็นทางการ ซึ่งถือเป็นสิริมงคล อย่างยิ่ง
อาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ มีพื้นที่ทั้งสิ้น 23,600 ตารางเมตร เป็นอาคารประหยัดพลังงานและรักษาสิ่งแวดล้อม มีการนำอุปกรณ์เทคโนโลยีที่ทันสมัยมาใช้ในการควบคุมบริหารความปลอดภัย และได้รับการออกแบบโดยคำนึงถึงผู้พิการ เพื่อให้สามารถใช้บริการได้สะดวก ในส่วนของสำนักหอสมุดมีพื้นที่ 15,508 ตารางเมตร นอกจากนี้ยังเป็นที่ตั้งของ Cyber Center ที่พร้อมด้วยเทคโนโลยีและอุปกรณ์ที่ทันสมัย เพื่อให้บริการทางการศึกษาและรองรับความต้องการของคณาจารย์ นักศึกษา และเพื่อส่งเสริมการพัฒนาการเรียนการสอนผ่านระบบเครือข่าย (Education on Demand) นอกจากนี้
อาคารหอสมุดสุรัตน์ โอสถานุเคราะห์ ยังเป็นที่ตั้งของ หอเกียรติคุณ (Hall of Recognition) โดยตั้งอยู่ชั้น 2 ซึ่งจัดตั้งขึ้นเพื่อรำลึกถึงบุคคลสำคัญและผู้มีพระคุณของมหาวิทยาลัยกรุงเทพ ได้แก่ ผู้อุปถัมภ์ ผู้ก่อตั้ง อดีตนายกสภามหาวิทยาลัย นายกสภามหาวิทยาลัย อธิการบดีกิตติคุณก่อตั้ง อธิการบดีกิตติคุณ อธิการบดี และผู้มีอุปการคุณ อีกทั้งยังเป็นสถานที่รวบรวมของที่ระลึก ภาพถ่าย ภาพวาด รูปปั้นของบุคคลสำคัญ และบริเวณชั้น 3 เป็นที่ตั้งของหอประวัติมหาวิทยาลัยกรุงเทพ ซึ่งจัดตั้งขึ้นเนื่องในโอกาสครบรอบ 40 ปี ในปี พ.ศ. 2545 เพื่อเป็นแหล่งรวบรวมและอนุรักษ์ทรัพยากร ของที่ระลึก สื่อความรู้และเอกสารต่าง ๆ ที่สามารถให้ข้อมูลในเรื่องที่มีคุณค่าเกี่ยวกับประวัติศาสตร์และพัฒนาการของมหาวิทยาลัยกรุงเทพ และด้วยสถาปัตยกรรมและเทคโนโลยีที่ทันสมัย สำนักหอสมุดจึงได้รับความสนใจเข้าชม
