ตั้งอยู่ที่ตำบลปากน้ำแหลมสิงห์ อำเภอแหลมสิงห์ บริเวณท่าเรือแหลมสิงห์ ใกล้กับคุกขี้ไก่ ห่างจากตัวเมืองจันทบุรี 30 กิโลเมตร สร้างขึ้นเมื่อ พ.ศ. 2436 เดิมเป็นที่ตั้งของป้อมพิฆาตปัจจามิตร ซึ่งสร้างขึ้นในสมัยรัชกาลที่ 3 ต่อมาเมื่อฝรั่งเศสเข้ายึดเมืองจันทบุรีได้รื้อป้อมแห่งนี้ลง และสร้างตึกแดงขึ้นเพื่อใช้เป็นที่พักและกองบัญชาการทหารฝรั่งเศส เป็นตึกชั้นเดียว สีแดง หลังคามุงกระเบื้อง
