หัวหิน มีเรื่องเล่าขานกันว่าราวปี พ.ศ. 2377 ในรัชสมัยพระบาทสมเด็จพระนั่งเกล้าเจ้าอยู่หัว พื้นที่เกษตรกรรมบางแห่งของเมืองเพชรบุรีแห้งแล้งกันดารมาก ราษฏรกลุ่มหนึ่งจึงทิ้งถิ่นย้ายลงมาทางใต้ จนมาถึงบ้านสมอเรียงซึ่งอยู่เหนือขึ้นมาจากเขาตะเกียบและบ้านหนองแกหรือบ้านหนองสะแก ที่บ้านสมอเรียงนี้มีหาดทรายชายทะเลแปลกกว่าที่อื่น

คือมีกลุ่มหินกระจัดกระจายอยู่อย่างสวยงาม ทั้งที่ดินก็มีความอุดมสมบูรณ์เหมาะสำหรับทำไร่ทำนาการประมง บรรพชนเหล่านี้จึงเป็นเสมือนผู้ที่ลงหลักปักเสาสร้างบ้านหัวหินขึ้น จนกลายเป็นหมู่บ้านที่เรียกกันแต่แรกว่า “ บ้านสมอเรียง ”

พระเจ้าบรมวงศ์เธอ กรมพระนเรศวรฤทธิ์ (พระองค์เจ้าชายกฤษดาภินิหาร ต้นราชสกุลกฤดากร) เป็นเจ้านายพระองค์แรกที่สร้างตำหนักหลังใหญ่ชายทะเลด้านใต้ของหมู่หิน (ปัจจุบันอยู่ติดกับโรงแรมโซฟิเทลฯ) และประทานชื่อตำหนักว่า “แสนสำราญสุขเวศน์” ปัจจุบัน คือ Baan Laksasubha ต่อมาทรงปลูกอีกหลังหนึ่งแยกเป็น แสนสำราญ และ สุขเวศน์ เพื่อไว้ใช้รับเสด็จเจ้านาย พร้อมกับทรงสร้างเรือนขนาดเล็กใต้ถุนสูงอีกหลายหลัง ซึ่งต่อๆ มาคือ “บังกะโลสุขเวศน์” ทรงขนานนามหาดทรายบริเวณตำหนักและหาดถัดๆ ไปทางใต้เสียใหม่ว่า “หัวหิน” เป็นคนละส่วนกับบ้านแหลมหินเดิม โดยมีกองหินชายทะเลเป็นที่หมายแบ่งเขต ซึ่งบ้านแหลมหินเดิมมีเขตด้านใต้ถึงเพียงแค่ต้นเกดใหญ่ชายทะเล (ปัจจุบันอยู่หน้าโรงแรมโซฟิเทลฯ มีศาลเทพารักษ์ใหญ่) เท่านั้น ไม่ถึงที่ดินของเสด็จในกรมฯ ครั้นเมื่อวันเวลาผ่านไป ชื่อ “หัวหิน” ก็แผ่คลุมทั้งหาดทั้งตำบลจนขยายเป็นอำเภอหัวหิน

ส่วนที่ดินแปลงที่อยู่ตรงหมู่หินชายทะเล เป็นของสมเด็จเจ้าฟ้าจักรพงษ์ภูวนาถ กรมหลวงพิษณุโลกประชานาถ ซึ่งทรงสร้างตำหนักใหญ่ขึ้นถึงสองครั้ง ครั้งแรกคือตำหนักขาว ครั้งหลังคือตำหนักเทาและเรือนเล็กอีกหลายหลัง ซึ่งก็คือบ้านจักรพงษ์ในเวลาต่อมา ปัจจุบันคือโรงแรมเมเลีย ซึ่งได้เปลี่ยนผู้ดำเนินการเป็นโรงแรมฮิลตัน

ในช่วงเวลาเดียวกันกับการสร้างพระราชวังไกลกังวล พระเจ้าบรมวงศ์เธอ กรมพระกำแพงเพ็ชรอัครโยธิน ต้นราชสกุลบุรฉัตร ก็ได้จัดสร้างตลาดฉัตร์ไชยขึ้นในที่ดินพระคลังข้างที่ โดยออกแบบให้มีหลังคารูปโค้งครึ่งวงกลมต่อเนื่องกัน 7 โค้ง เพื่อสื่อความหมายว่าเป็นการสร้างขึ้นในรัชกาลที่ 7 ทั้งตัวอาคารและแผงขายสินค้าเป็นคอนกรีตเสริมเหล็ก ตัวตลาดโล่งอากาศถ่ายเทได้สะดวก และจัดว่าเป็นตลาดที่ถูกสุขลักษณะที่สุดของประเทศไทยในขณะนั้น ชื่อตลาดฉัตร์ไชยนี้มาจากพระนามเดิมของพระองค์ คือพระองค์เจ้าบุรฉัตรไชยากรนั่นเอง ต่อมาตลาดฉัตร์ไชยและโรงแรมรถไฟ หรือโฮเต็ลหัวหินก็กลายเป็นสัญลักษณ์ของชายทะเลหัวหิน ส่วนพระราชวังไกลกังวลนั้นถือว่าเป็นสถานที่อันควรสักการะบูชา มากกว่าจะเป็นสถานที่ท่องเที่ยว

นับตั้งแต่มีการสร้างทางรถไฟสายใต้แล้วเสร็จ เชื่อมต่อกับชายแดนของประเทศมาเลเซีย หัวหินก็มีชื่อเสียงว่าเป็นสถานที่พักตากอากาศอันลือชื่อของไทย ซึ่งนักท่องเที่ยวนิยมมาพักผ่อน ว่ายน้ำ ตกปลา และตีกอล์ฟเนื่องจากมีสนามกอล์ฟ หัวหินรอยัลกอล์ฟ ซึ่งจัดเป็นสนามกอล์ฟระดับมาตรฐานสากลแห่งแรกของประเทศไทยอีกด้วย

ชื่อเสียงของหัวหินนั้น เติบโตเคียงข้างมากับโรงแรมรถไฟก็ว่าได้ ต่อมามีการสร้างบังกะโลขึ้นคือ เซ็นทรัลหัวหินวิลเลจ ซึ่งได้ถูกคัดเลือกให้เป็นฉากถ่ายทำภาพยนตร์ต่างประเทศเรื่อง “Devil's Paradise” เช่นเดียวกับโรงแรมรถไฟหัวหิน ซึ่งใช้เป็นฉากถ่ายทำภาพยนตร์ต่างประเทศเรื่อง “The Killing Fields” โดยเป็นการจำลองสถานที่คือ โรงแรมชั้นนำในกรุงพนมเปญในยุคสงคราม
