โดยนายทรงศัก กล่าวว่า ไทยมีความก้าวหน้าอย่างเป็นรูปธรรมในการปกป้องแรงงาน และแก้ไขปัญหาการค้ามนุษย์ ทั้งนี้ กระทรวงได้มีหนังสือถึงนายจอห์น แคร์รี่ รมว.การต่างประเทศของสหรัฐ เพื่อยืนยันว่าไม่เห็นด้วยและรู้สึกผิดหวังที่สหรัฐมองว่าไทยไม่ดำเนินการใดๆ ในการแก้ไขปัญหาการค้ามนุษย์

สำหรับแรงงานบังคับในเรือประมงได้เปิดให้จดทะเบียนปีละ 2 ครั้ง และมีนโยบายส่งเสริมให้ทำสัญญาจ้างเพื่อดูแลลูกจ้างตามหลักมาตรฐานสากล รวมทั้งยังมีกฎกระทรวงหลักที่ 10 ที่บัญญัติเรื่องค่าจ้าง วันลา คุ้มครองความปลอดภัยในการทำงาน และอยู่ระหว่างการแก้ไขเพิ่มเติมให้คุ้มครองแรงงานบังคับมากขึ้น เพิ่มอายุแรงงานประมงจาก 16 ปี เป็น 18 ปี นอกจากนี้ยังมีการตั้งศูนย์ประสานงานประมง เพื่อสร้างความเชื่อมั่น
