พระพุทธศาสนา : กระบวนทัศน์ในแก้ปัญหาวิกฤติการเมือง เศรษฐกิจ สังคม สิ่งแวดล้อม



ประเทศไทยนั้นเป็นสังคมหนึ่งซึ่งยอมรับพระพุทธศาสนา และได้รับการหล่อหลอมจากหลักธรรม คำสอนในพระพุทธศาสนามายาวนาน วิถีชีวิตของคนไทยส่วนใหญ่ตั้งแต่กำเนิดจนถึงตาย จึงเกี่ยวโยงสัมพันธ์เป็นอันหนึ่งอันเดียวกันกับพระพุทธศาสนา แต่เมื่อสังคมโลกเปิดกว้างขึ้นทั้งในด้านสื่อสารมวลชน เศรษฐกิจ การเมืองและวัฒนธรรม จึงเป็นเหตุผลสำคัญที่นำพาให้สังคมไทยก้าวเข้าไปสู่กระแสแห่งยุคโลกาภิวัฒน์ ส่งผลให้สังคมไทยต้องเผชิญกับภาวะวิกฤติในหลายๆ ด้าน กล่าวคือ

1. วิกฤติการเมือง

2. วิกฤติด้านเศรษฐกิจ

3. วิกฤติด้านสังคม

4. วิกฤติด้านสิ่งแวดล้อม

พระพุทธศาสนา จึงเป็นกระบวนทัศน์ใหม่ที่จะสามารถนำหลักการสำคัญที่มีอยู่ในพระไตรปิฏกมาประยุกต์ใช้ในการแก้ปัญหาในแบบองค์รวม เพื่อจะทำให้การแก้ปัญหาเป็นไปอย่างครบวงจร อันจะส่งผลดีกับการแก้ไขปัญหาวิกฤติต่างๆ ของสังคมไทยต่อไป

วิกฤติต่างๆที่เกิดขึ้นล้วนโยงใยถึงกันเป็นลูกโซ่ เป็นปัจจัยเกื้อหนุนซึ่งกันและกัน เมื่อเกิดวิกฤติขึ้นในด้านใดด้านหนึ่งของสังคมนั้นหมายถึงว่า ผลพวงจากวิกฤตินั้นย่อมกระทบต่อระบบในสังคมนั้นด้วย เช่น บ้านเมืองปัจจุบันเกิดภาวะวิกฤติ เพราะเป็นผลกระทบจากภาวะทางเศรษฐกิจทรุดตัว นักการเมือง บุคคลในสังคมหวังเพื่อจะกอบโกยผลประโยชน์เป็นส่วนตัวมากขึ้น ประชาชนอดอยากมากขึ้น จึงเป็นภาวะวิกฤติทางสังคมเมื่อบุคคลในสังคมมีมากขึ้นความเห็นแก่ตัวมากขึ้น สภาพสิ่งแวดล้อมรอบตัวจึงไม่มีคนเอาใจใส่ดูแลจนเกิดเป็นภาวะวิกฤติทางสิ่งแวดล้อม ถึงเวลาแล้วที่สังคมไทยจะต้องนำกระบวนทัศน์ทางพระพุทธศาสนามาปรับใช้ตามความเหมาะสมกับสถานการณ์ต่างๆ ในขณะนี้



1. วิกฤติทางการเมือง

1.1 ปัญหาทางการเมือง นักการเมืองมักมองเป็นเกมส์ทางการเมือง เล่นพรรคเล่นพวก มือใครยาวสาวได้สาวเอา แต่มักเป็นไปแบบเช้าชามเย็นชาม นักการเมืองส่วนมากมัดทุจริตและกอบโกยผลประโยชน์ ความไม่สามัคคีของนักการเมือง แม้จะหน่วยงานคอยตรวจสอบก็ตามที ก็เป็นไปอย่างไม่เต็มที่นักด้วยเกรงกลัวอำนาจและอิทธิพล ปัญหาอีกอย่างของการเมืองคือด้านการดำเนินนโยบายผิดพลาด อันเกิดผลเสียกับสังคมและประเทศชาติ ผู้บริหารประเทศยังไม่ได้มีการบริหารอย่างเต็มความรับผิดชอบ ยังมีการเล่นการเมืองมากเกินความจำเป็นซึ่งมีผลทำให้การดำเนินนโยบายต่างๆยังไม่ได้แก้ปัญหาที่แท้จริงของประเทศ บางครั้งนโยบายหลายๆ นโยบายก็ดูน่าจะดี แต่กลับไม่ได้ผลเต็มที่ซึ่งก็มีสาเหตุมาจากการไม่สามารถนำ นโยบายไปปฏิบัติกันอย่าง มีประสิทธิภาพ และ ประสิทธิผล บ่อย ครั้งเป็น การดำเนินนโยบายเพื่อสร้างภาพให้แก่ ส่วนตน แต่ให้ความสำคัญของประสิทธิผลน้อยมาก หรือ แทบจะไม่ให้ความสำคัญเลย

ระบบราชการ ก็เป็นอีกปัญหาหนึ่งที่มีผลกระทบต่อการส่งออก และ อีก หลายๆ ธุรกิจหน่วยงานต่างๆ มีการทำงานซ้ำซ้อนกัน ซึ่งอันที่จริงแล้ว โครงสร้างของระบบราชการก็ได้มีการ กำหนดไว้ดีแล้ว แต่ก็ไปผิดพลาดที่การปฏิบัติอีก เพราะต่างคนต่างพยายามสร้างผลงานให้โดดเด่น ในสายตา ของผู้บังคับบัญชา หรือแม้กระทั่งนักการเมือง จนลืมนึกถึงประชาชน แต่ ก็มีข้าราชการระดับกลาง และ ระดับล่างที่มีแนวความคิดที่ดี ๆ แต่ก็ไม่มีโอกาสที่จะได้แสดงฝีมือเนื่องจากติดที่ระบบราชการที่ยังเป็นระบบศักดินา ผสมกับระบบอุปถัมภ์อยู่ตราบใดที่ผู้ใหญ่ในภาครัฐยังไม่ยอมรับความจริงเหล่านี้ ปัญหาของชาติไทยคงมีแต่การสูญเสียไปอย่างต่อเนื่อง

1.2 ผลกระทบต่อสังคมไทย

1) ในแง่ของปัจเจกบุคคล คนไทยย่อมประสบกับความไม่เชื่อมั่นในสถานะของประเทศ ไม่ไว้ใจในข้าราชการและนักการเมือง ในการบริหารของคณะรัฐบาลและความมั่นคงของประเทศ

2) ในแง่ของสังคม มุมมองโดยรวมของสังคมไทยย่อมไม่เป็นที่ไว้วางใจของชาวต่างชาติเท่าที่ควร ความเชื่อมั่นในรัฐบาลโดยรวมก็ลดลงตามลำดับ

3) ในแง่ของเศรษฐกิจ การบริหารด้านนโยบายของรัฐบาลเป็นผลโดยตรงด้านเศรษฐกิจของประเทศ หากรัฐบาลวางแนวนโยบายผิดพลาด ต่างชาติขาดความเชื่อมั่นในรัฐบาล ย่อมเกิดเป็นวิกฤติเศรษฐกิจตามมาอย่างแน่นอน

4) ในแง่ของศาสนา ปัจจุบันกำลังเป็นปัจจัยหนึ่งที่จะก่อให้เกิดความขัดแย้งระหว่างศาสนา อันเกิดจากการพยายามแทรกแซงกิจการพระพุทธศาสนา และพยายามลบล้างความเป็นพุทธศาสนาในหน่วยงานนั้นๆ ที่นักการเมืองบางคนเป็นรัฐมนตรี ดังที่เป็นข่าวในปัจจุบัน

1.3 พระพุทธศาสนากับการแก้ปัญหาทางการเมือง
