นับตั้งแต่แผนพัฒนา ฉบับที่ 8 พ.ศ. 2540 -2544 สภาพัฒน์ได้ปรับยุทธศาตร์การพัฒนาประเทศครั้งใหญ่เป็นการพัฒนาที่ถือประชาชนเป็นศูนย์กลางและได้พัฒนาเครื่องมือชี้วัดสภาวะสังคมและการพัฒนาอย่างยั่งยืนเอาจริงเอาจัง นอกจากนี้สภาพัฒน์ยังฯยังได้สร้างระบบข้อมูลด้านสังคมและคุณภาพชีวิติขึ้น ซึ่งมีอยู่ 9 ฐานและได้สร้างระบบฐานข้อมูลควมยากจนซึ่งมีอยู่ 7 ฐาน และที่สำคัญยังได้สร้างดัชนีชี้วัดการพัฒนาที่ยังยืนของไทยใน 3 มิติ ในด้านเศรษฐกิจ สังคมและสิ่งแวดล้อมทำให้ไม่ต้องพึ่งตัวเลยจากองค์กรระหว่างประเทศ
