โครงการห้วยองคต อันเนื่องมาจากพระรา

โครงการห้วยองคต อันเนื่องมาจากพระราชดำริ บนเนื้อที่ป่าสงวนเสื่อมโทรม จำนวน ๒๐,๖๒๕ ไร่ ตำบลสมเด็จเจริญ กิ่งอำเภอหนองปรือ จังหวัดกาญจนบุรี เกิดจากการที่พระบาทสมเด็จพระเจ้าอยู่หัว ได้พระราชทานพระราชดำริให้ดำเนินการพัฒนาชีวิตความเป็นอยู่ และการทำมาหากินของราษฎรควบคู่ไปกับ การพัฒนาและฟื้นฟูสภาพป่าให้กลับสู่ความอุดมสมบูรณ์อีกครั้ง โดยทรงเน้น การบริหารและจัดการทรัพยากรธรรมชาติให้เหมาะสมกับสภาพพื้นที่ เพื่อให้ราษฎรได้อยู่อาศัยและทำมาหากินร่วมกับการคงอยู่ ของธรรมชาติอย่างเกื้อหนุนซึ่งกันและกัน
โครงการนี้ได้เริ่มดำเนินการมาตั้งแต่วันที่ ๓๑ สิงหาคม ๒๕๓๕ โดยมีมูลนิธิชัยพัฒนาเป็นผู้สนับสนุน โครงการ รวมทั้งส่วนราชการต่าง ๆ ที่เกี่ยวข้อง อาทิ กรมชลประทาน กรมป่าไม้ กรมส่งเสริมสหกรณ์ ฯลฯ จะใช้พื้นที่ป่าสงวนซึ่งถูกบุกรุกทำลายจนมีสภาพเสื่อมโทรม มาดำเนินการจัดสรรให้แก่ราษฎรผู้ยากจนเข้าไปประกอบอาชีพ ซึ่งได้จัดเป็นแปลงที่ดินให้ก่อสร้างที่อยู่อาศัยครอบครัวละ ๑ ไร่ ที่ดินทำการเกษตร ครอบครัวละ ๘ ไร่


วัตถุประสงค์

๑. ฟื้นฟูสภาพแวดล้อมโดยการปลูกป่าไม้ให้กลับคืนความอุดมสมบูรณ์ และเป็นแหล่งต้นน้ำลำธาร ตามเดิม
๒. บริหารทรัพยากรอย่างเหมาะสม โดยการแบ่งแยกพื้นที่ให้เป็นสัดส่วนทั้งในด้านการอนุรักษ์ การฟื้นฟูสภาพป่า การจัดสรรที่อยู่อาศัย ที่ทำกิน และพื้นที่ส่วนกลางในการก่อสร้างสาธารณูปโภคที่จำเป็น ต่าง ๆ
๓. จัดสร้างสาธารณูปโภคพื้นฐาน พร้อมทั้งจัดระเบียบชุมชนให้ราษฎรได้เข้าอยู่อาศัย ในพื้นที่ที่จัดสรรให้อย่างเหมาะสม
๔. ส่งเสริม พัฒนาอาชีพให้มีรายได้ และสภาพความเป็นอยู่ดีขึ้น ควบคู่ไปกับการบริหารทรัพยากร อย่างถูกต้องเหมาะสม รวมทั้งการอนุรักษ์และรักษาสิ่งแวดล้อม

การดำเนินงานในส่วนสหกรณ์

ในปี ๒๕๓๕ โครงการได้ดำเนินการจัดให้เกษตรกรเข้าไปอยู่ตามแปลงที่อยู่อาศัย จำนวน ๑๐๐ ครอบครัว ต่อมาปี ๒๕๓๖ จัดให้ราษฎรเข้าอยู่ในแปลง จำนวน ๑๕๐ ครอบครัว และปี ๒๕๓๗ จัดให้ราษฎรเข้าอยู่ในแปลง จำนวน ๒๐๐ ครอบครัว เกษตรกรที่จะเข้าอยู่ในโครงการจะต้องได้รับการอบรมตามหลักสูตรของ โครงการ ซึ่งแบ่งการอบรมเป็นรุ่น ๆ โดยรุ่นแรกเริ่มอบรมในเดือนสิงหาคม ๒๕๓๕ สำนักงานสหกรณ์จังหวัด กาญจนบุรีได้มอบหมายให้สำนักงานสหกรณ์อำเภอบ่อพลอย ซึ่งเดิมไม่ได้แยกเป็นกิ่งอำเภอหนองปรือ ได้ดำเนินการประสานงานกับหน่วยราชการที่เกี่ยวข้องเพื่อเข้าไปร่วมอบรมราษฎรที่จะเข้าไปอยู่ในโครงการ จำนวน ๓๐๐ คน รวม ๓ รุ่น เพื่อให้ราษฎรมีความรู้ความเข้าใจในเรื่อง อุดมการณ์ หลักการ และวิธีการ สหกรณ์
ในปี ๒๕๓๖ ทางราชการได้จัดตั้งกิ่งอำเภอหนองปรือ ซึ่งแยกจากอำเภอบ่อพลอย ราษฎรที่เข้าอยู่ใน โครงการห้วยองคตอันเนื่องมาจากพระราชดำริ ตำบลสมเด็จเจริญได้ยื่นคำร้องขอจัดตั้งสหกรณ์การเกษตร สมเด็จเจริญ จำกัด ขึ้น โดยมีผู้แสดงความจำนงขอจัดตั้งสหกรณ์จำนวน ๖๒ คน ทุนเรือนหุ้น ๒,๘๐๐ บาท นายทะเบียนได้รับจดทะเบียนให้สหกรณ์ ตั้งแต่วันที่ ๒๑ ตุลาคม ๒๕๓๖ และเห็นชอบให้สหกรณ์ถือใช้วงเงิน กู้ยืมหรือค้ำประกันได้ภายในจำนวน ๑,๐๐๐,๐๐๐ บาท การดำเนินงานของสหกรณ์การเกษตรสมเด็จเจริญ จำกัด ได้กำหนดปีทางบัญชีสิ้นสุด ๓๐ มิถุนายน ของทุกปี ในปี ๒๕๓๖-๒๕๓๗ สหกรณ์ได้ดำเนินงานโดยใช้ทุนจากทุนเรือนหุ้นของสหกรณ์ จำนวน ๑๑,๗๙๓ บาท และสินเชื่อทางการค้า สหกรณ์ได้ดำเนินงานโดยจัดหา สินค้าเครื่องอุปโภคบริโภคมาจำหน่ายให้แก่สมาชิกเป็นจำนวนเงิน ๑๐,๗๕๖ บาท สิ้นปีสหกรณ์มีกำไรสุทธิ ๑,๔๙๓.๖๕ บาท และในปี ๒๕๓๘ มีกำไรสุทธิ ๒๗๔.๙๓ บาท ส่วนปี ๒๕๓๙ อยู่ระหว่างการปิดบัญชี
สหกรณ์ไม่มีพนักงานและใช้บ้านสมาชิกเป็นสำนักงานชั่วคราว ในปัจจุบันมูลนิธิพัฒนาชนบท (บริษัทซีพี) ได้เข้าดำเนินงานในโครงการซึ่งจะช่วยให้สมาชิกมีรายได้เพิ่มขึ้น และสหกรณ์สามารถดำเนินงานได้อย่างมีประสิทธิภาพต่อไป
แผนการแนะนำส่งเสริมในปีงบประมาณ ๒๕๔๐
เมื่อวันที่ ๑ กันยายน ๒๕๓๙ กรมส่งเสริมสหกรณ์ได้จัดกรอบอัตรากำลัง ให้สำนักงานสหกรณ์ กิ่งอำเภอหนองปรือ จำนวน ๒ อัตรา คือ สหกรณ์อำเภอ ระดับ ๖ กับเจ้าหน้าที่ส่งเสริมสหกรณ์ ระดับ ๓ ซึ่งมีแผนในการแนะนำส่งเสริมสหกรณ์การเกษตรสมเด็จเจริญ จำกัด ในปีงบประมาณ ๒๕๔๐ ดังนี้
๑. เผยแพร่ประชาสัมพันธ์อุดมการณ์ หลักการ และวิธีการสหกรณ์แก่เกษตรกรในเขตโครงการห้วยองคต อันเนื่องมาจากพระราชดำริ ให้มีความรู้ความเข้าใจและสมัครเป็นสมาชิกของสหกรณ์โดยดำเนินการ ต่อเนื่องตั้งแต่เดือนธันวาคม ๒๕๓๙ ถึงเดือนกันยายน ๒๕๔๐ คาดว่าจะรับสมาชิกเพิ่มได้ ๒๐๐ คน
๒. จัดประชุมใหญ่สามัญเลือกตั้งคณะกรรมการดำเนินการชุดใหม่ดำเนินการเดือนมกราคม ๒๕๔๐
