การจัดเทศกาลน้ำแข็งในเมืองฮาร์บินเด

การจัดเทศกาลน้ำแข็งในเมืองฮาร์บินเดิมไม่ได้เป็นการจัดงานแกะสลักน้ำแข็งนานาชาติ แต่เริ่มต้นมาจากการจัดแสดงน้ำแข็งแกะสลักขนาดเล็ก ซึ่งต้องยกเลิกเมื่อปี 1963 เพราะเกิดความวุ่นวายทางการเมือง
