บทคัดย่อ
ผลการศึกษาวิจัยเรื่อง “การจัดการวัดเป็นอุทยานการศึกษา : กรณีศึกษา วัดใหม่ปิ่นเกลียว อำเภอเมือง จังหวัดนครปฐม มีวัตถุประสงค์ ๑. เพื่อศึกษาแนวคิดและทฤษฏีเกี่ยวกับการจัดอุทยานการศึกษา ๒. เพื่อศึกษารูปแบบการจัดการวัดเป็นอุทยานการศึกษาของวัดใหม่ปิ่นเกลียว อำเภอเมือง จังหวัดนครปฐม ๓. เพื่อศึกษาปัญหาและอุปสรรคในการจัดการวัดเป็นอุทยานการศึกษา : กรณีศึกษาวัดใหม่ปิ่นเกลียว อำเภอเมือง จังหวัดนครปฐม ดำเนินการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการสัมภาษณ์เชิงลึก (In dept Interview) จากผู้ให้ข้อมูลที่สำคัญ (Key Information) จำนวน ๑๕ รูป / คน วิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์ข้อมูลเนื้อหาประกอบบริบท (Content Analysis Technique) ผลการวิจัยสามารถสรุปและมีข้อเสนอแนะตามลำดับ ดังนี้
ผลการศึกษาพบว่า
กล่าวโดยสรุปได้ว่า รูปแบบดังกล่าวสอดคล้องและเป็นไปตามพระราชบัญญัติการศึกษาแห่งชาติอย่างชัดเจนและเป็นรูปธรรมเป็นไปเพื่อพัฒนาคนไทยให้เป็นมนุษย์ที่สมบูรณ์ทั้งร่างกาย จิตใจ สติปัญญา ความรู้และคุณธรรมในการดำรงชีวิต สามารถอยู่ร่วมกับผู้อื่นได้อย่างมีความสุข ประกอบด้วยความพร้อมทางกายภาพ วัดใหม่ปิ่นเกลียวมีความพร้อมทางกายภาพที่เด่นชัด ซึ่งจะเห็นได้จากความเป็นระเบียบเรียบร้อย ความสะอาดของบริเวณวัดและความเป็นสัดส่วนระหว่างเขตพุทธาวาสและเขตสังฆาวาส ด้านภูมิทัศน์ของวัด วัดใหม่ปิ่นเกลียวมีการจัดภูมิทัศน์ของวัดที่สวยงาม มีการปลูกต้นไม้ การจัดสวนหย่อมที่ร่มรื่น และมีบริเวณวัดที่สะอาด มีความเป็นสัดส่วนระหว่างเขตพุทธาวาสและสังฆาวาส มีความพร้อมในเรื่องสิ่งอำนวยความสะดวก เช่น มีลานจอดรถกว้างขวาง มีห้องสุขาที่สะอาด ถูกสุขลักษณะ ความพร้อมด้านนโยบายของวัด พบว่าวัดใหม่ปิ่นเกลียวพนมีนโยบายในเรื่องการจัดวัดให้เป็นอุทยานการศึกษาที่ชัดเจน และมีการกำหนดแนวปฏิบัติที่เป็นรูปธรรม มีหน่วยงานหรือองค์กรมารับรองอย่างเป็นระบบ มีนโยบายในการส่งเสริมและสนับสนุนทั้งทางด้านการศึกษาและสงเคราะห์ และการเผยแผ่ศาสนธรรมที่น่าสนใจ เช่น การจัดการอุทยานการศึกษาของวัด การจัดให้มีหอสมุด เพื่อให้ผู้สนใจเข้ามาศึกษาหาความรู้ เป็นต้น ความพร้อมด้านการบริหารจัดการ พบว่าวัดใหม่ปิ่นเกลียวมีโครงสร้างการบริหารงานที่เป็นระบบ มีการแบ่งโครงสร้างออกเป็นฝ่ายต่างๆ เพื่อดูแลรับผิดชอบในภารกิจของวัด โดยจัดทำเป็นระเบียบการบริหารวัด รวมทั้งมีการกระจายอำนาจในการบริหารงาน เพื่อให้เกิดความคล่องตัว และมีประสิทธิภาพมากยิ่งขึ้น ขณะเดียวกันก็ยังอยู่ภายใต้การกำกับควบคุมของคณะกรรมการวัดใหม่ปิ่นเกลียว เพื่อความรอบคอบรัดกุม ตามนโยบายของวัด ความพร้อมด้านบุคลากร พบว่าวัดใหม่ปิ่นเกลียวประสบปัญหาขาดบุคลากรประจำ การดำเนินการที่เป็นอยู่ในปัจจุบันนี้เป็นลักษณะเป็นงานอาสาสมัครยังไม่ใช่รูปแบบการจัดอุทยานการศึกษาเต็มตัวมากนัก มีการเปลี่ยนแปลงบุคลากรที่รับผิดชอบบ่อยๆ ทำให้การดำเนินงานของวัดเองขาดความต่อเนื่อง งบประมาณเป็นปัญหาหนึ่งของวัดใหม่ปิ่นเกลียว เนื่องจากวัดใหม่ปิ่นเกลียวไม่มีแหล่งรายได้ประจำ รายได้ส่วนใหญ่มาจากการบริจาคตามศรัทธาและการบริจาคบูชาวัตถุมงคลของประชาชน ทำให้เป็นปัญหาและอุปสรรคในการวางแผนงานบ้าง แม้ว่าวัดจะตั้งอยู่ในเมืองมีแหล่งเศรษฐกิจดีแต่วัดใหม่ปิ่นเกลียวเองก็มีค่าใช้จ่ายในส่วนอื่นอีกมากมาย หากอุทยานการศึกษาของวัดเป็นแหล่งท่องเที่ยวศึกษาที่ได้รับความนิยมวัดมีรายได้เพิ่มขึ้น ปัญหาในส่วนนี้ก็คงจะหมดไป
๓) ข้อเสนอแนะ
๑) การเตรียมความพร้อมในการจัดการวัดเป็นอุทยานการศึกษา มีองค์ประกอบพื้นฐาน ๓ ประการที่ควรคำนึงถึง คือ ๑. ความพร้อมทางกายภาพ ได้แก่ สภาพภูมิทัศน์ของวัด ความเป็นสัดส่วนของเขตพุทธาวาสและสังฆาวาส ความสะอาด สงบ ร่มรื่น และสาธารณูปโภคต่างๆ ๒. ความพร้อมในเชิงนโยบายที่จะสนับสนุนให้วัดจัดกิจกรรมเพื่อเป็นแหล่งเรียนรู้ ๓. ความพร้อมด้านบุคลากรสงฆ์หรือศาสนบุคคลที่จะทำหน้าที่ถ่ายทอดความรู้นั้นๆ สู่ผู้ฟังหรือผู้เข้ามาศึกษา และ ๔. ความพร้อมด้านการบริหารจัดการที่สามรถเอื้อต่อการดำเนินกิจกรรมต่างๆ ให้มีความคล่องตัว และเกิดประสิทธิภาพมากที่สุด
๒) พระสงฆ์ควรมีบทบาทในการสร้างชุมชนสงฆ์ให้เป็นชุมชนแห่งการศึกษา โดยเริ่มต้นจากการพัฒนาวัดให้เป็นองค์กรแบบอย่างที่เข้มแข็ง มีโครงสร้างการบริหารจัดการที่เป็นระบบก่อน จากนั้นจึงพิจารณาถึงศักยภาพ จุดเด่น องค์ความรู้ที่มีอยู่ในวัดที่พร้อมจะถ่ายทอดและเผยแพร่ ตลอดจนสภาพภูมิทัศน์ของวัด แล้วจึงบูรณาการสิ่งเหล่านี้สู่การจัดการวัดเป็นอุทยานการศึกษาอย่างมีทิศทางต่อไป
