การระดมสรรพกำลังเพื่อการทหารเป็นการเตรียมความพร้อมตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศตั้งแต่ในภาวะปกติโดยการรวบรวมและจัดระเบียบทรัพยากรของชาติทำให้ทรัพยากรของชาติอยู่ในลักษณะพร้อมที่จะนำไปใช้หรือนำไปแก้ไขปัญหาของประเทศชาติในภาวะไม่ปกติ และโดยที่ปัจจุบันทรัพยากรต่างๆอยู่ในความรับผิดชอบของหลายหน่วยงานซึ่งแยกส่วนกันดำเนินการทั้งส่วนราชการพลเรือน รัฐวิสาหกิจและภาคเอกชน จึงต้องมีการผนึกกำลังร่วมมือกันของทุกฝ่ายที่เกี่ยวข้องในการนำทรัพยากรต่างๆที่มีอยู่ในหลายหน่วยงานมารวมกันเพื่อจัดการกับปัญหาหรือภาวะไม่ปกติที่เกิดขึ้น รวมถึงการป้องกันประเทศต้องมีการเตรียมการในด้านทรัพยากรต่างๆที่จำเป็นเพื่อตอบสนองความต้องการของกองทัพในภาวะที่มีการรบหรือภาวะไม่ปกติ/การสงครามได้อย่างมีประสิทธิภาพ
จะเห็นได้ว่าความสำคัญของการระดมสรรพกำลังเพื่อการทหาร จะต้องอาศัยการประสานงานกับทุกภาคส่วนที่เกี่ยวข้องเพื่อให้การดำเนินการในการปฏิติเป็นไปด้วยดีมีประสิทธิภาพ จึงได้ทำการศึกษาวิจัยในเรื่อง “การพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพกำลังตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศ”
การศึกษาวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประกอบการสัมภาษณ์เชิงลึกผู้บังคับบัญชาทั้งในอดีตและปัจจุบันของกรมการสรรพกำลังกลาโหม จำนวน ๓ ท่าน ดังมีรายนามคือ พลเอก ประพันธ์ พุทธานุ ผู้ทรงคุณวุฒิพิเศษ สำนักงานปลัดกระทรวงกลาโหม พลโท ปรพล อนุศรี ที่ปรึกษาสำนักงานปลัดกระทรวงกลาโหม และพลโท ดำรงศักดิ์ วรรณกลาง เจ้ากรมการสรรพกำลังกลาโหม รวมทั้งใช้ข้อมูลทุติยภูมิ คือ ข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎี และผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ มาวิเคราะห์กำหนดแนวทางในการพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพกำลังตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศ
ผลจากการศึกษาวิจัยพบว่า ในการที่จะพัฒนาความร่วมมือกับส่วนราชการพลเรือนที่กำหนดตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศนั้นจะต้องเสริมสร้างความรู้ ให้เกิดความเข้าใจในงานด้านการระดมสรรพกำลังตลอดจนการประสานความรู้ ความเข้าใจ ทั้งข้อมูลและการทำงานอย่างใกล้ชิด และต่อเนื่องระหว่างส่วนราชการทหารและส่วนราชการพลเรือนที่เกี่ยวข้องในรูปแบบของกิจกรรมต่างๆ ตามที่หน่วยได้ดำเนินการอยู่แล้วไม่ว่าจะเป็น การประชุม อบรม สัมนา พัฒนาสัมพันธ์ และใช้การฝึกเป็นตัวประเมิน ซึ่งนับว่าได้ดำเนินการอย่างถูกต้องแล้ว
จากผลการวิจัยเรื่องการพัฒนาความร่วมมือกับส่วนราชการพลเรือนในการระดมสรรพกำลัง ตามแผนผนึกกำลังและทรัพยากรเพื่อการป้องกันประเทศ ถ้าดูจากกิจกรรมหรืองานต่าง ๆ ที่ทางหน่วยได้ดำเนินการมา ไม่ว่าจะเป็นการประชุมสัมนา การอบรมเสริมสร้างความรู้ การพัฒนาสัมพันธ์กับทุกภาคส่วนตลอดจนการฝึกการระดมสรรพกำลังแล้ว จะเห็นว่าทุกภาคส่วนให้ความร่วมมือเป็นอย่างดี บรรลุวัตถุประสงค์ที่กำหนด แต่หากจะให้มีการพัฒนาให้เกิดความร่วมมือที่ดี และมีประสิทธิภาพยิ่งขึ้นแล้ว ควรจะต้องมีการดำเนินการดังนี้
๑. ปรับปรุงรูปแบบการดำเนินกิจกรรมไม่ให้ซ้ำของเดิม ตลอดจนมีการขยายกลุ่มเป้าหมายเพิ่มขึ้น
๒. กระชับความสัมพันธ์ให้แน่นแฟ้นยิ่งขึ้นโดยการประสานงานกันอย่างใกล้ชิด ระหว่างเจ้าหน้าที่ในการดำเนินการต่าง ๆ หรืออาจให้มีกิจกรรมการตรวจเยี่ยมเพิ่มขึ้น
๓. ควรมีการสร้างแรงจูงใจ โดยมีค่าตอบแทนหรือมีการมอบใบประกาศนียบัตรให้กับผู้เข้าร่วมกิจกรรมหรือเข้ารับการอบรมหลักสูตรด้านการระดมสรรพกำลัง เป็นต้น
๔. ความเป็นเอกภาพในการประสานงานทั้งภายในกรมการสรรพกำลังกลาโหม และกับหน่วยส่วนราชการพลเรือน
