สถาบันวิทยาศาสตร์ทางทะเล มหาวิทยาลัยบูรพา ได้รับการพัฒนามาจาก “พิพิธภัณฑ์สัตว์และสถานเลี้ยงสัตว์น้ำเค็ม” ซึ่งก่อตั้งขึ้นเมื่อเดือนกันยายน พ.ศ. 2512 โดยคณะอาจารย์ภาควิชาชีววิทยา มหาวิทยาลัยศรีนครินทรวิโรฒ บางแสน (วิทยาลัยวิชาการศึกษา บางแสนเดิม) และนิสิตอีกจำนวนหนึ่งโดย ดร.บุญถิ่น อัตถากร อดีตอธิบดีกรมการฝึกหัดครูและอดีตปลัดกระทรวงศึกษาธิการ เป็นผู้สนับสนุนการดำเนินโครงการดังกล่าว
พิพิธภัณฑ์สัตว์และสถานเลี้ยงสัตว์น้ำเค็ม เปิดให้ประชาชนเข้าชมอย่างไม่เป็นทางการตั้งแต่เดือนธันวาคม พ.ศ. 2513 และในวันที่ 26 ตุลาคม พ.ศ. 2519 มหาวิทยาลัยศรีนครินทรวิโรฒ บางแสน ได้กราบทูลเชิญสมเด็จพระเจ้าลูกเธอเจ้าฟ้าจุฬาภรณ์วลัยลักษณ์อัครราชกุมารี ทรงประกอบพิธีเปิดพิพิธภัณฑ์สัตว์และสถานเลี้ยงสัตว์น้ำเค็ม

พระบาทสมเด็จพระเจ้าอยู่หัว เสด็จพระราชดำเนินทรงกระทำพิธีเปิดศูนย์วิทยาศาสตร์ทางทะเล เมื่อวันที่ 24 กรกฎาคม 2527 จากนั้นศูนย์วิทยาศาสตร์ทางทะเลได้จัดทำโครงการเพื่อยกฐานะเป็นสถาบัน และได้รับอนุมัติให้เป็นสถาบันวิทยาศาสตร์ทางทะเล เมื่อวันที่ 23 พฤษภาคม พ.ศ. 2528
สถาบันวิทยาศาสตร์ทางทะเลให้บริการด้านความรู้ด้านวิทยาศาสตร์ทางทะเลแก่บุคคลทั่วไปในรูปแบบหลักๆ 2 แบบ คือ สถานเลี้ยงสัตว์น้ำเค็ม และพิพิธภัณฑ์วิทยาศาสตร์ทางทะเลนอกจากนี้ยังมีการให้บริการด้านวิชาเพื่อเป็นการให้ความรู้ทางด้านวิทยาศาสตร์ทางทะเลแก่เยาวชนและบุคคลทั่วไปโดยการออกไปจัดนิทรรศการในที่ต่างๆ การจัดการฝึกอบรม และการจัดสัมมนาวิชาการ เป็นต้น ซึ่งสามารถสรุปได้ดังต่อไปนี้
สถานเลี้ยงสัตว์น้ำเค็ม
เป็นส่วนที่จัดแสดงเพื่อให้ความรู้เกี่ยวกับสิ่งมีชีวิตและความเป็นอยู่ของสัตว์ทะเลชนิดต่างๆที่อาศัยอยู่ในเขตน่านน้ำของไทย โดยทรัพยากรที่ใช้ในการให้ความรู้คือสิ่งมีชีวิตในทะเลชนิดต่างๆทั้งพืชและสัตว์ที่ยังมีชีวิต โดยสิ่งมีชีวิตเหล่านี้จะถูกเลี้ยงในระบบน้ำหมุนเวียนแบบปิดที่มีระบบยังชีพสำหรับให้สิ่งมีชีวิตต่างๆเหล่านี้สามารถดำรงชีวิตอยู่ได้ ในแต่ละตู้มีการจัดสภาพให้ใกล้เคียงธรรมชาติมากที่สุด แต่ละตู้จะมีป้ายเพื่อบ่งบอกชนิดสัตว์ทะเลที่อยู่ในตู้ทั้งชื่อสามัญและชื่อทางวิทยาศาสตร์


พิพิธภัณฑ์วิทยาศาสตร์ทางทะเล
พิพิธภัณฑ์วิทยาศาสตร์ตั้งอยู่บริเวณชั้น 2 ของ อาคารสถาบันวิทยาศาสตร์ทางทะเล เป็นส่วนที่จัดแสดงให้ในรูปแบบของนิทรรศการ ดังนั้นทรัพยากรที่ใช้ในการจัดแสดงจะเป็นรูปแบบนิทรรศการที่ประกอบด้วยแผ่นข้อมูล ตัวอย่างสิ่งมีชีวิตในทะเลที่ทำการเก็บรักษาด้วยวิธีการต่างๆ เช่น ตัวอย่างที่ดองด้วยน้ำยาฟอร์มาลิน ตัวอย่างแห้ง ตัวอย่างสัตว์สตั๊ฟ เป็นต้น โดยการจัดแสดงแบ่งออกเป็น 2 ส่วนหลักๆ ได้แก่ส่วนแรก จัดแสดงนิทรรศการเฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดชฯ เกี่ยวกับพระราชกรณีกิจทางด้านการฟื้นฟู อนุรักษ์ทรัพยากรธรรมชาติ และด้านวิทยาศาสตร์การประมงส่วนที่สอง จัดแสดงนิทรรศการเกี่ยวกับเรื่องราวของทะเล ระบบนิเวศ และสิ่งมีชีวิตที่อาศัยอยู่ในทะเล รวมทั้งความสำคัญของทะเลที่มีต่อมนุษย์ ดังมีรายละเอียดดังนี้
