นอกจากนั้นยังมีผู้รับบริการที่เพิ่มขึ้นจากแรงงาน
ต่างชาติและครอบครัว จึงต้องเร่งการผลิตพยาบาล
ให้เพียงพอและสามารถตอบสนองความต้องการ
ของผู้รับบริการที่เพิ่มขึ้นอีกประมาณ 5 ล้านคน
ด้านการบริการพยาบาล ผู้ให้บริการยังต้อง
พัฒนาความสามารถในการสื่อสารทั้งภาษาอังกฤษ
และภาษาท้องถิ่น มีการกระจายพยาบาลให้ทั่วถึง
โดยเฉพาะอย่างยิ่งในสถานพยาบาลทั้งภาครัฐ ภาค
เอกชน และบริเวณชายแดน เพื่อให้บริการอย่างทั่วถึง
และเท่าเทียมมีมาตรฐาน บุคลากรได้รับการพัฒนา
ความรู้ความสามารถ และมีการพัฒนาทักษะเฉพาะทาง
อย่างพอเพียง
ด้านการศึกษา ประเทศไทยมีศักยภาพที่จะเป็น
Nursing Education Hub ที่มีศักยภาพที่จะรับนักศึกษา
เพื่อผลิตพยาบาลวิชาชีพ และอาจารย์พยาบาลที่มี

จากต่างประเทศเข้าทำงานในประเทศ รัฐบาลจะต้องมี
นโยบายที่จะดึงดูดพยาบาลให้ทำ งานในประเทศ
เพื่อป้องกันการขาดแคลน
