งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาสภาพการดำเนินงานเฝ้าระวังป้องกันและแก้ไขปัญหายาเสพติดขององค์กรปกครองส่วนท้องถิ่น 2. เพื่อพัฒนารูปแบบการดำเนินงานเฝ้าระวังป้องกันและแก้ไขปัญหายาเสพติดขององค์กรปกครองส่วนท้องถิ่น 3. เพื่อหาประสิทธิภาพของรูปแบบการเฝ้าระวังป้องกันและแก้ไขปัญหายาเสพติดในชุมชน ประชากรได้แก่ ข้าราชการ เจ้าหน้าที่ และลูกจ้าง ของเทศบาล และองค์การบริหารส่วนตำบล จำนวน 10 แห่ง เครื่องมือที่ใช้ เป็นแบบสอบถามความคิดเห็น (Questionnaires) มีค่าความเชื่อมั่นเท่ากับ .94 แบบสัมภาษณ์ (Unstructured interview) และสนทนากลุ่ม (Focus Group) วิเคราะห์โดยใช้ การหาค่าเฉลี่ย (mean) และส่วนเบี่ยงเบนมาตรฐาน (standard deviation) และสนทนาผู้เชียวชาญ
ผลการวิจัยพบว่า
1. รูปแบบการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด คือ การประสานความร่วมมือกับทุกภาคส่วนในชุมชน ร่วมกันค้นหาและทำความเข้าใจสถานการณ์ปัญหาที่เกิดขึ้น การทำงานเป็นทีมเดียวกันโดยมีการแบ่งหน้าที่ดำเนินงานโดยไม่แบ่งส่วนงาน และการใช้ทุนทางสังคมในชุมชนเป็นฐานในการดำเนินงาน
2. พัฒนาการดำเนินงานที่สำคัญ คือ ใช้ศักยภาพของทุกภาคส่วนดังนี้ หน่วยราชการที่เกี่ยวข้องทำหน้าที่อำนวยการ และสนับสนุนการปฏิบัติงาน องค์กรปกครองส่วนท้องถิ่น ทำหน้าที่ประสาน สนับสนุน และร่วมการดำเนินงาน ภาคประชาชนและองค์กรเครือข่ายทำหน้าที่เฝ้าระวังป้องกันปัญหาในชุมชนและติดตามผลการดำเนินงาน เปิดพื้นที่แลกเปลี่ยนข้อมูล ความรู้ ความคิดเห็น และการเปิดโอกาสให้เยาวชนมีบทบาทในการดำเนินงาน
