โครงการประชุมสัมมนานานาชาติอาเซียนศึกษา มหาวิทยาลัยราชภัฏบ้านสมเด็จเจ้าพระยา
เรื่อง “บทบาทของสถาบันอุดมศึกษากับการเสริมสร้างคุณภาพบัณฑิต เพือการพัฒนาประชาคมอาเซียน”

หลักการและเหตุผล
ประเทศไทยในยุคโลกาภิวัตน์ มีความจําเป็นอย่างยิ่งที่จะต้องปรับตัวอย่างรวดเร็วและให้ทันการณ์ภายใต้บริบท
ปฏิสัมพันธ์ระหว่างนานาชาติ ตั้งแต่ระดับประเทศเพื่อนบ้านที่มีพรมแดนติดต่อกัน จนถึงระดับภูมิภาคและระดับสากล
แม้สังคมโลกจะประกาศความร่วมมือสันติภาพและความเสมอภาคอย่างยั่งยืนระหว่างชาติ แต่ในความเป็นจริงประชาคม
โลกยังเต็มไปด้วยการแข่งขันและความขัดแย้ง ดังนั้นเพื่อให้ตนสามารถยืนหยัดรู้เท่าทันและก้าวหน้าในกระแสโลก
ดังกล่าวประเทศในเอเชียตะวันออกเฉี ยงใต้พยายามสร้างความเข้มแข็งขึ้นด้วยการตั้งกลุ่มประเทศเพื่อแสวงหาและพิทักษ์
ผลประโยชน์ร่วมกันการเคลื่อนไหวในแนวทางดังกล่าว ประเทศไทยได้เข้าไปมีส่วนร่วมอย่างใกล้ชิดภายใต้การเป็น
สมาชิก “ประชาคมอาเซียน” ซึ่งถือได้ว่าเป็นการเปิดประตูเชื่อมต่อกันและได้พัฒนาปรับตัวมาโดยตลอดโดยมีเป้าหมาย
ว่าในปีพุทธศักราช 2558 (ค.ศ. 2015) จะเป็นประชาคมอาเซียนโดยสมบูรณ์ ประเด็นสําคัญ คือผู้นําอาเซียนได้ฉบับที่ 2
(Declaration of ASEAN Concord II หรือ Bali Concord II) ให้มีการสนับสนุนการรวมตัวและความร่วมมืออย่างรอบด้าน
ประกอบด้วย 3 เสาหลัก(Pillars) ได้แก่ ด้านการเมือง จัดตั้ง “ประชาคมความมั่นคงอาเซียน” หรือ ASEAN Security
Community (ASC) ด้านเศรษฐกิจ จัดตั้ง “ประชาคมเศรษฐกิจอาเซียน” หรือ ASEAN Economic Community (AEC) และ
ด้านสังคมและวัฒนธรรมจัดตั้ง “ประชาคมสังคม-วัฒนธรรมอาเซียน” หรือ ASEAN Socio - Cultural Community (ASCC)
จากสถานการณ์ต่าง ๆ ดังกล่าวทําให้ประเทศสมาชิ กของประชาคมอาเซียนต้องเร่งรัดเตรียมความพร้อมในการก้าวสู่
การเป็นประชาคมอาเซียนอย่างขนานใหญ่

มหาวิทยาลัยราชภัฏบ้านสมเด็จเจ้ าพระยา ในฐานะเป็นส่วนหนึ่งของสถาบันอุดมศึกษาของประเทศซึ่งมีหน้าที่
โดยตรงของการเป็น “ภูมิปัญญาท้องถิ่น” เห็นว่าบทบาทสําคัญยิ่งต่อการปรับตัวของประเทศในบริบทประชาคมโลก
ปัจจุบันและประชาคมอาเซียน คือการสร้างความเป็นผู้นําในการ แสวงหา และการถ่ายทอดการรอบรู้ การรู้ลึก การรู้
เท่าทัน และการคาดการณ์ล่วงหน้าต่อตนเอง ต่อสังคมไทย และต่อโลกให้แก่บัณฑิตที่ผลิตออกไป ประกอบกับได้
ตระหนักดีว่า การก้าวเข้าสู่ประชาคมอาเซียนในปี 2558 การรวมตัวและการร่วมมือในการเป็นประชาคมเศรษฐกิจ
อาเซียนนั้นจําเป็นต้องอาศัยความร่วมมือกันระหว่างสถาบันอุดมศึกษาทั้งในและต่างประเทศในการแลกเปลี่ยนเรียนรู้
แนวทางและบทบาทของตนเองในการเสริมสร้างความเข้มแข็งให้แก่บัณฑิตอันจะนําไปสู่พัฒนาประชาคมอาเซียนให้
เข้มแข็งอย่างยั่งยืนตลอดไป

ด้วยเหตุนี้ มหาวิทยาลัยจึงได้จัดโครงการประชุมสัมมนาอาเซียนศึกษามหาวิทยาลัยราชภัฏบ้ านสมเด็จ
เจ้าพระยาเรื่อง “ บทบาทของสถาบันอุดมศึกษากับการเสริมสร้างคุณภาพบัณฑิตเพื่อการพัฒนาประชาคมอาเซียน” ขึ้น



วัตถุประสงค์ของการประชุม
1. เพื่อเสริมสร้างความรู้และการตระหนักถึงบทบาทความสําคัญของสถาบันอุดมศึกษากับการเสริมสร้าง
คุณภาพบัณฑิตเพื่อการพัฒนาประชาคมอาเซียน
2. เพื่อเปิดโอกาสให้แก่คณาจารย์ นักวิชาการและผู้เชี่ยวชาญด้านการพัฒนาประชาคมอาเซียนได้ ให้ข้อเสนอ
แนะเชิงนโยบายเกี่ยวกับบทบาทของสถาบันอุดมศึกษากับการเสริมสร้างคุณภาพบัณฑิตเพื่อการพัฒนาประชาคมอาเซียน
3. เพื่อสร้างเครือข่ายความร่วมมือระหว่างสถาบันอุดมศึกษาทั้งในและต่างประเทศในการแลกเปลี่ยนองค์
ความรู้ และการจัดกิจกรรมเกี่ยวกับการเสริมสร้างคุณภาพบัณฑิตเพื่อการพัฒนาประชาคมอาเซียน

งบประมาณในการดําเนินการ
งบประมาณในการดําเนินการจํ านวน 320,000 บาท ของมหาวิทยาลัยราชภัฏบ้านสมเด็จเจ้าพระยา

วิธีดําเนินการ
1. ศึกษาหลักการ/วิธีการดําเนินงาน ระเบียบปฏิบัติต่าง ๆ
2. ประชุมวางแผนและวางแนวทางการดําเนินงาน
3. แต่งตั้งคณะกรรมการดําเนินงานทั้งภายในและภายนอกประเทศ
4. เสนอโครงการและคําสั่งแต่งตั้งคณะกรรมการเพื่อลงนามอนุมัติ

6. ดําเนินงานตามโครงการ ประเมินผล สรุปผลการดําเนินงาน
