อุทยานแห่งชาติน้ำหนาวอยู่ในท้องที่อำเภอหล่มเก่า อำเภอหล่มสัก อำเภอน้ำหนาว จังหวัดเพชรบูรณ์ และอำเภอคอนสาร จังหวัดชัยภูมิ เป็นอุทยานแห่งชาติที่สวยที่สุดแห่งหนึ่ง ซึ่งเป็นแนวเขตกั้นระหว่างภาคอีสานและภาคเหนือ สภาพพื้นที่ทั่วไปเป็นเทือกเขาสูง มีสภาพป่าอุดมสมบูรณ์ เป็นต้นน้ำลำธาร มีทิวทัศน์ธรรมชาติที่สวยงามหลายแห่ง มีเนื้อที่ประมาณ 603,750 ไร่ หรือ 966 ตารางกิโลเมตร

ตามมติคณะรัฐมนตรี เมื่อวันที่ 7 ตุลาคม 2502 ให้กำหนดป่าน้ำหนาว จังหวัดเพชรบูรณ์ และป่าอื่นๆ ในท้องที่จังหวัดต่างๆ รวม 14 ป่า เป็นอุทยานแห่งชาติ ในปี พ.ศ. 2511 กรมป่าไม้ได้ส่งเจ้าหน้าที่ไปทำการสำรวจเบื้องต้นเกี่ยวกับสภาพพื้นที่บริเวณป่าน้ำหนาว ปรากฏว่า มีสภาพป่าอุดมสมบูรณ์ มีทิวทัศน์ธรรมชาติที่สวยงามหลายแห่ง ตลอดจนเป็นแหล่งที่อยู่อาศัยของสัตว์ป่านานาชนิด กรมป่าไม้จึงได้นำเสนอคณะกรรมการอุทยานแห่งชาติซึ่งได้มีมติในคราวประชุมครั้งที่ 1/2513 เมื่อวันที่ 12 มกราคม 2513 เห็นชอบให้ออกพระราชกฤษฎีกากำหนดให้เป็นอุทยานแห่งชาติ โดยได้มีประกาศของคณะปฏิวัติ ฉบับที่ 142 เมื่อวันที่ 3 พฤษภาคม 2515 กำหนดบริเวณป่าน้ำหนาวในท้องที่ตำบลบ้านโคก อำเภอเมืองเพชรบูรณ์ ตำบลบ้านกลาง ตำบลบ้านติ้ว ตำบลห้วยไร่ อำเภอหล่มสัก ตำบลน้ำหนาว อำเภอหล่มเก่า จังหวัดเพชรบูรณ์ และตำบลห้วยยาง อำเภอคอนสาร จังหวัดชัยภูมิ เป็นอุทยานแห่งชาติ เนื้อที่ประมาณ 603,750 ไร่ โดยประกาศในราชกิจจานุเบกษา เล่ม 89 ตอนที่ 71 ลงวันที่ 4 พฤษภาคม 2515 เป็นอุทยานแห่งชาติแห่งที่ 5 ของประเทศ

ต่อมากองอุทยานแห่งชาติ กรมป่าไม้ ได้มีหนังสือที่ กส 0708/2214 ลงวันที่ 1 เมษายน 2523 ให้หัวหน้าอุทยานแห่งชาติทุกแห่งได้ตรวจสอบพิจารณาชื่อตำบลที่ตกหล่นในอุทยานแห่งชาติที่รับผิดชอบ ซึ่งอุทยานแห่งชาติน้ำหนาวได้มีหนังสือที่ กส 0708(นน)/223 ลงวันที่ 11 มีนาคม 2525 รายงานว่า ตามประกาศคณะปฏิวัติ ฉบับที่ 142 ลงวันที่ 3 พฤษภาคม 2515 ได้กำหนดแนวเขตอุทยานแห่งชาติ ซึ่งครอบคลุมถึงท้องที่ตำบลปากช่อง และตำบลท่าอิบุญ อำเภอหล่มสัก จังหวัดเพชรบูรณ์ด้วย แต่มิได้ระบุชื่อตำบลทั้ง 2 ไว้

กรมป่าไม้จึงได้เสนอคณะกรรมการอุทยานแห่งชาติได้มีมติในคราวประชุมครั้งที่ 3/2523 เมื่อวันที่ 21 ตุลาคม 2523 เห็นชอบให้ออกพระราชกฤษฎีกากำหนดขยายเขตอุทยานแห่งชาติเพิ่มเติมตำบลที่ตกหล่นได้ โดยได้มีพระราชกฤษฎีกาขยายเขตอุทยานแห่งชาติน้ำหนาวในท้องที่ตำบลท่าอิบุญ และตำบลปากช่อง อำเภอหล่มสัก จังหวัดเพชรบูรณ์ พ.ศ. 2525 ซึ่งได้ประกาศในราชกิจจานุเบกษา เล่ม 99 ตอนที่ 137 ลงวันที่ 26 กันยายน 2525

ลักษณะภูมิประเทศ
อุทยานแห่งชาติน้ำหนาวตั้งอยู่บริเวณเทือกเขาเพชรบูรณ์ ซึ่งเป็นเขตกั้นระหว่างภาคตะวันออกเฉียงเหนือและภาคเหนือ สภาพพื้นที่ทั่วไปเป็นเทือกเขาสูงทอดยาวผ่านจังหวัดชัยภูมิและจังหวัดเพชรบูรณ์ มีลักษณะเป็นเนินยอดป้านที่เกิดจากการยกตัวของเปลือกโลกบริเวณนี้ในอดีต มีความสูงอยู่ระหว่าง 650-1,200 เมตรจากระดับน้ำทะเล ประกอบด้วย ภูผาจิต ภูกุ่มข้าว โดยภูด่านอีป้องเป็นจุดสูงสุด มีความสูง 1,271 เมตรจากระดับน้ำทะเล ประกอบขึ้นเป็นป่าต้นน้ำลำธาร ต้นกำเนิดของลำธารสายยาว เช่น แม่น้ำป่าสัก แม่น้ำพอง แม่น้ำเลย ห้วยขอนแก่น ห้วยน้ำเชิญ ซึ่งไหลลงสู่เขื่อนอุบลรัตน์ และเขื่อนจุฬาภรณ์

ลักษณะภูมิอากาศ
โดยทั่วไปอากาศหนาวเย็นในตอนดึกและตอนเช้า ส่วนใหญ่ตอนกลางวันอากาศเย็นสบาย จึงกล่าวได้ว่า อุทยานแห่งชาติน้ำหนาวมีอากาศหนาวเย็นตลอดปี อุณหภูมิเฉลี่ยตลอดปี 25 องศาเซลเซียส ในฤดูฝนจะมีฝนตกชุกระหว่างเดือนกันยายน-ตุลาคม ส่วนใหญ่ฤดูหนาว อากาศหนาวเย็นมาก จนบางครั้งน้ำค้างจะกลายเป็นเกล็ดน้ำแข็ง อากาศจะหนาวเย็นที่สุดในเดือนธันวาคมและมกราคม ซึ่งในบางปีอุณหภูมิจะลดต่ำถึง 0 องศาเซลเซียส

พืชพันธุ์และสัตว์ป่า
ป่าน้ำหนาวเป็นป่าไม้ผืนใหญ่ติดต่อกัน ประกอบด้วยป่าหลายชนิดประกอบด้วย
ป่าดิบชื้น พบบริเวณหุบเขาและริมลำห้วย ชนิดพันธุ์ไม้ที่พบได้แก่ ยาง ตะเคียนทอง มะหาด ยมหอม ฯลฯ พืชพื้นล่างเป็นหวาย และปาล์ม เป็นต้น

ป่าดิบเขา เป็นป่าส่วนใหญ่ของอุทยานแห่งชาติพบขึ้นบริเวณยอดเขาที่มีความสูงจากระดับน้ำทะเลตั้งแต่ 800 เมตรขึ้นไป พันธุ์ไม้ที่ขึ้นบริเวณนี้ส่วนใหญ่เป็นก่อสกุลต่างๆ เช่น ก่อเดือย ก่อแป้น ก่อตาหมูน้อย ก่อตาหมูหลวง เป็นต้น

ป่าเบญจพรรณ พบขึ้นตามไหล่เขาต่อจากป่าดงดิบทางด้านทิศตะวันตกของอุทยานแห่งชาติ และกระจัดกระจายเป็นหย่อมๆ ทางด้านตะวันออกของอุทยานแห่งชาติ พันธุ์ไม้ที่สำคัญได้แก่ ประดู่ แดง ตะแบก งิ้วป่า ยอป่า ชิงชัน ซ้อ เป็นต้น

ป่าสนเขา พบในที่ประมาณ 700-900 เมตรจากระดับน้ำทะเล ลักษณะเป็นป่าโปร่งมีสนสามใบ และส่วนใหญ่จะขึ้นปะปนอยู่กับป่าเต็งรัง พืชพื้นล่างส่วนใหญ่เป็นหญ้าคา พบทางตอนใต้ของอุทยานแห่งชาติบริเวณสวนสนภูกุ่มข้าว ดงแปก และที่ทำการอุทยานแห่งชาติ

ป่าเต็งรัง เป็นป่าโปร่งขึ้นอยู่บริเวณที่แห้งแล้ง ความอุดมสมบูรณ์ของดินต่ำ หน้าดินตื้น เป็นกรวดหรือลูกรัง ทำให้ต้นไม้แคระแกร็น พันธุ์ไม้ที่สำคัญได้แก่ เต็ง รัง เหียง กราด รกฟ้า ฯลฯ พืชพื้นล่างส่วนใหญ่เป็นหญ้าเพ็ก พบบริเวณตอนกลางของอุทยานแห่งชาติทั้งสองข้างทางหลวงแผ่นดินหมายเลข 12 และทุ่งหญ้า ประกอบไปด้วยหญ้าคา หญ้าเพ็ก มีพันธุ์ไม้ใหญ่ปะปนอยู่บ้าง เช่น ติ้ว กระโดน และแต้ว เป็นต้น

เนื่องจากป่าส่วนหนึ่งเป็นป่าโปร่งสลับกับทุ่งหญ้าและป่าดิบ มีดินโปร่งและน้ำไหลผ่านตลอดปี จึงทำให้ป่านี้มีสัตว์ป่าอาศัยอยู่อย่างชุกชุม เช่น ช้างป่า กระทิง วัวแดง กวางป่า เก้ง เสือโคร่ง เสือดาว ค่าง หมีควาย หมีคน เลียงผา หมาป่า กระจง เม่น หมูป่า กระต่ายป่า ค้างคาวมงกุฎหูโตมาร์แชล ค้างคาวไอ้แหว่งน้อย เต่าปูลู และเต่าเดือย สำหรับช้างป่านั้นมีอยู่ทั่วไป ซึ่งเราจะเห็นกองมูลช้างที่ถ่ายไว้ริมทางหลวงอยู่เสมอ นอกจากนี้ ยังมีนกชนิดต่างๆ มากว่า 200 ชนิด ตามทางเดินในป่าจะพบนกสีสวยๆ อยู่เสมอ เช่น นกแก้ว นกขุนแผน นกหก นกพญาปากกว้าง นกเดินดง นกแต้วแร้ว นกโพระดก นกหัวขวาน นกเหงือก นกกระจ้อย นกกินแมลงชนิดต่างๆ ไก่ฟ้าพญ
