สำหรับหลักเกณฑ์และเงื่อนไขของโครงการนี้ คือ 1. ต้องเป็นสินค้า OTOP ที่ได้รับการรับรองและลงทะเบียนกับกรมการพัฒนาชุมชน และ 2. เป็นรายจ่ายในการซื้อสินค้า OTOP ให้กับผู้ประกอบการจดทะเบียนภาษีมูลค่าเพิ่ม และได้รับใบกำกับภาษีเต็มรูปแบบ ตามมาตรา 86/4 แห่งประมวลรัษฎากร ในระหว่างวันที่ 1 สิงหาคม พ.ศ. 2559 ถึงวันที่ 31 สิงหาคม พ.ศ. 2559 โดยใบกำกับภาษีต้องระบุรายการว่าเป็นสินค้า OTOP ทั้งนี้ ปฏิบัติตามหลักเกณฑ์ วิธีการ และเงื่อนไขอื่นที่อธิบดีกรมสรรพากรประกาศกำหนด ปัจจุบันตลาดของผลิตภัณฑ์ OTOP (One Tumbon One Product) มีมูลค่าทางเศรษฐกิจค่อนข้างสูงรวมกว่า 100,000 ล้านบาทต่อปี โดยมีประเภทสินค้าจำนวนกว่า 80,000 รายการ และมีส่วนในการสร้างรายได้ให้แก่ประชาชนในระดับฐานราก
