โดยให้อยู่อาศัยรวมเป็นหมู่บ้านเกษตรกร โดยมีทางราชการคอยช่วยเหลือ ให้คำแนะนำ เพื่อที่จะบรรลุเป้าหมายและวัตถุประสงค์ที่วางไว้
