แนวพระราชดำริ :
พระบาทสมเด็จพระเจ้าอยู่หัวทรงห่วงใยราษฎรที่ประสบปัญหาความเสื่อมโทรมของพื้นที่เพาะปลูกทรัพยากรธรรมชาติถูกทำลาย ทำให้ผลผลิตด้านการเกษตรและประมงลดต่ำลง จึงมีพระราชดำริที่จะทำการศึกษาพัฒนาพื้นที่ในเขตที่ดินชายทะเล เพื่อแนะนำให้ประชาชนได้มีความรู้และความสำคัญของการใช้และอนุรักษ์ทรัพยากรธรรมชาติด้านต่างๆ อย่างเหมาะสม จึงพระราชทานพระราชดำริแก่ผู้ว่าราชการจังหวัดจันทบุรี เมื่อวันที่ 28 ธันวาคม 2524 ดังนี้
“ให้พิจารณาพื้นที่ที่เหมาะสมจัดทำโครงการพัฒนาอาชีพการประมงและการเกษตรในเขตพื้นที่ดินชายฝั่งทะเลจังหวัดจันทบุรี”
ต่อมาเมื่อวันที่ 30 ธันวาคม 2524 พระบาทสมเด็จพระเจ้าอยู่หัวได้มีพระราชดำริเพิ่มเติม ณ พระตำหนักจิตลดารโหฐาน กับนายเล็ก จินดาสงวน และนายสุหะ ถนอมสิงห์ เกี่ยวกับโครงการพัฒนาที่เกิดขึ้นในเขตจังหวัดจันทบุรี
“ให้พิจารณาจัดหาพื้นที่ป่าสงวนเสื่อมโทรม หรือพื้นที่สาธารณประโยชน์เพื่อจัดตั้งศูนย์ศึกษาการพัฒนา เช่นเดียวกับศูนย์ศึกษาการพัฒนาเขาหินซ้อน ให้เป็นศูนย์ศึกษาเกี่ยวกับการพัฒนาในเขตพื้นที่ชายทะเล”
