จากการปฏิบัติงานในส่วนโรงพักสินค้า บมจ.ศรีราชาฮาเบอร์ จำกัด พบว่ามีการรับและจัดเก็บสินค้าประเภทเทกอง เช่น woodchip, manganise ,potasiem , ,Copper concentrate และ สินค้าทั่วไป เมื่อลูกค้านำสินค้าเข้ามากองเก็บภายในเขตท่าเรือฯ สินค้าส่วนใหญ่มีลักษณะเป็นผง น้ำหนักเบาเกิดฝุ่นละออง เมื่อถูกลมพัด ซึ่งอาจเกิดมลภาวะแก่สิ่งแวดล้อม และ เกิดผลกระทบต่อชุมชนบริเวณรอบเขตท่าเรือ ส่งผลให้เกิดการเจ็บป่วยจากการสูดดมฝุ่นละอองได้
ดังนั้นจึงคิดจัดทำโครงการนี้เพื่อ แก้ไขปัญหาฝุ่นละอองในเบื้องต้น เพื่อลดการเกิดมลภาวะแก่สิ่งแวดล้อมและผลกระทบแก่ชุมชนบริเวณเขตท่าเรือฯ โดยการจัดสร้าง สแลนปิดกั้นฝุ่นละออง ล้อมรอบบริเวณที่มีการกองเก็บสินค้า เพื่อบังคับให้ฝุ่นละอองอยู่ในพื้นที่ที่จำกัด สามารถจัดเก็บและทำความสะอาดได้ ไม่เกิดการฟุ้งกระจายออกนอกพื้นที่การกองเก็บสินค้า
