เมื่อวันที่ ๑๔ , ๑๘ และ ๒๓ พฤศจิกายน ๒๕๓๕ พระบาทสมเด็จพระเจ้าอยู่หัวได้ทรงมีพระราชดำริให้กรมชลประทานพิจารณาวางโครงการเพื่อก่อสร้างโครงการพัฒนาลุ่มน้ำก่ำ จังหวัดสกลนคร –นครพนม และทรงวางโครงการด้วยพระองค์เอง ดังภาพร่างเค้าโครงพระราชทานเพื่อช่วยแก้ปัญหาในเรื่องน้ำท่วมพื้นที่ เพาะปลูกในฤดูฝน และช่วยราษฎรในท้องถิ่นบริเวณ 2 ฝั่งลำน้ำก่ำ ให้มีน้ำใช้ในการเกษตร การอุปโภค – บริโภคในฤดูแล้งด้วย กรมชลประทานได้สนองพระราชดำริ ในการดำเนินงาน โดยว่าจ้างกลุ่มบริษัทที่ปรึกษา ประกอบด้วย บริษัทแอสดีคอน คอร์ปอเรชั่น จำกัด บริษัท คอนซัลแทนท์ ออฟเทคโนโลยี จำกัด และบริษัท ที เอ แอนด์ อี คอนซัลแทนส์ จำกัด เป็นผู้ศึกษาความเหมาะสม และวิเคราะห์ผลกระทบสิ่งแวดล้อม และออกแบบรายละเอียดโครงการพัฒนาลุ่มน้ำก่ำ อันเนื่องมาจากพระราชดำริ เมื่อเดือน เมษายน 2537
