การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพการดำเนินโครงการ ความคิดเห็นเกี่ยวกับโครงการ ความพึงพอใจของผู้ที่ใช้บัตรประชาชนแทนบัตรประกันสุขภาพ สภาพการดำเนินโครงการใช้บัตรประจำตัวประชาชนแทนบัตรประกันสุขภาพ กรณีศึกษาโรงพยาบาลดอนสัก การเป็นการวิจัยเชิงคุณภาพและเชิงปริมาณ กลุ่มผู้ให้ข้อมูลเชิงคุณภาพ คือ หัวหน้ากลุ่มงานประกันสุขภาพและเจ้าหน้าที่งานประกันสุขภาพ จำนวน 7 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์กึ่งโครงสร้าง การวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ประชาชนในอำเภอดอนสักผู้มีสิทธิใช้บัตรประกันสุขภาพถ้วนหน้า และมาใช้สิทธิที่โรงพยาบาลดอนสัก จำนวน 360 ตัวอย่าง โดยใช้แบบสอบถามมีค่าความเชื่อมั่น 0.91 วิเคราะห์ขอมูลโดยใช้ สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า สภาพการบริหารจัดการโครงการ ด้านสภาพแวดล้อม ประชาชนได้รับความสะดวกในการใช้สิทธิการรักษาพยาบาล สามารถเข้ารับการบริการที่รวดเร็ว ลดปัญหาช่องว่างระหว่างคนรวยกับคนจน ด้านปัจจัยนำเข้า บุคลากร แนะนำการใช้บัตรประจำตัวประชาชนแทนบัตรประกันสุขภาพ โดยให้ขึ้นทะเบียนและตรวจสอบสิทธิการรักษา ลงข้อมูลประจำตัวผู้มารับบริการครบถ้วนเป็นปัจจุบัน กลุ่มเป้าหมายของโครงการ คือ ประชาชนผู้มีสิทธิใช้บัตรประกันสุขภาพถ้วนหน้าและมาใช้สิทธิที่โรงพยาบาลดอนสัก บุคลากร ที่เกี่ยวข้องกับโครงการ ได้แก่ หัวหน้างานประกันสุขภาพ เจ้าหน้าที่งานประกันสุขภาพ เจ้าหน้าที่บัตรรายงานโรค จำนวน 8 คน ซึ่งเพียงพอต่อโครงการ ด้านกระบวนการ มีการแสดงบัตรประกันสุขภาพถ้วนหน้าร่วมกับบัตรประจำตัวประชาชนหรือสำเนาสูติบัตรในกรณีบุคคลที่มีอายุต่ำกว่า 15 ปี ด้านผลผลิตจากโครงการ ทำให้ประชาชนได้รับการคุ้มครองสิทธิการรักษาพยาบาลครบถ้วน ได้รับการบริการที่มีคุณภาพ และเทียบเท่ากับสิทธิการรักษาพยาบาลอื่นๆ ประหยัดค่าใช้จ่าย ความคิดเห็นเกี่ยวกับโครงการใช้บัตรประจำตัวประชาชนแทนบัตรประกันสุขภาพ พบว่า โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านผลผลิตจากโครงการ มีความคิดเห็นต่อโครงการมากที่สุด รองลงมา คือ ด้านสภาพแวดล้อม ด้านปัจจัยนำเข้า ด้านกระบวนการ ความพึงพอใจของผู้ใช้บัตรประจำตัวประชาชนแทนบัตรประกันสุขภาพ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อาคารสถานที่มากที่สุด รองลงมา คือ ความพึงพอใจต่อเจ้าหน้าที่ผู้ให้บริการ คุณภาพยา ความสะดวกรวดเร็วในการให้บริการ
