การรับรองถิ่นกำเนิดสินค้าด้วยตนเอง (Self-Certification) ภายใต้ความตกลงการค้าสินค้าของอาเซียน (ASEAN Trade in Goods Agreement: ATIGA) คือการอนุญาตให้ผู้ส่งออกผ่านการขึ้นทะเบียนเป็น “Certified Exporter” สามารถทำการรับรองถิ่นกำเนิดสินค้าได้ด้วยตนเองลงบนใบกำกับราคาสินค้า (Invoice) หรือเอกสารอื่นๆ ตามที่กำหนด (กรณีไม่สามารถแสดง Invoice) เพื่อใช้ในการขอรับสิทธิพิเศษทางภาษีศุลกากรตามความตกลง ATIGA แทนการใช้หนังสือรับรองถิ่นกำเนิดสินค้า Form D ที่ใช้อยู่ในปัจจุบัน

(Certified Exporter)
- ผู้ที่สามารถเป็น Certified Exporter จะต้องมีความรู้ในเรื่องกฎถิ่นกำเนิดสินค้าที่ตนเองทำการส่งออก และสามารถตรวจพิสูจน์ถิ่นกำเนิดสินค้าได้ก่อนการส่งออกหรือหลังการส่งออกเป็นระยะเวลา 3 ปี
- ทั้งนี้ ผู้ที่จะมาเป็น Certified Exporter จะต้องผ่านการตรวจสอบ และขึ้นทะเบียนกับกรมการค้าต่างประเทศเท่านั้น โดยมีรอบอายุการขึ้นทะเบียน 2 ปี
- หลังจากที่ผ่านการขึ้นทะเบียนฯ แล้ว ผู้ส่งออกจะได้รับหมายเลข Certified Exporter เพื่อใช้แสดงลงบนเอกสารการรับรองถิ่นกำเนิดสินค้าด้วยตนเอง

ผู้ส่งออกที่ผ่านการขึ้นทะเบียน Certified Exporter แล้ว สามารถทำการรับรองถิ่นกำเนิดสินค้าด้วยตนเอง โดยใช้เอกสารดังต่อไปนี้
ใบกำกับราคาสินค้า (Invoice) หรือ
วิธีการรับรองถิ่นกำเนิดสินค้าด้วยตนเอง (Invoice Declaration)
ระบุข้อความลงบนเอกสาร ดังนี้

“The exporter of the product(s) covered by this document (Certified Exporter No.......) declares that, except where otherwise clearly indicated, the products satisfy the Rules of Origin to be considered as ASEAN Originating Products under ATIGA (ASEAN country of origin:............), with origin criteria:...............”
