ได้แก่ 1.การเป็นตลาดและฐานการผลิตเดียวกันโดยการเปิดเสรีด้านสินค้า บริการ และการลงทุน ด้วยการลดหรือยกเลิกข้อจำกัดอันเป็นอุปสรรคต่อการค้าและการลงทุนในภาคบริการ ระหว่างกัน

2.การเป็นภูมิภาคที่มีความสามารถในการแข่งขันโดยส่ง เสริมให้ประเทศสมาชิกมีกฎหมายด้านการแข่งขัน เพื่อให้เกิดการแข่งขันที่เท่าเทียมกันและสร้างวัฒนธรรมการแข่งขันของภาค ธุรกิจที่เป็นธรรมและการคุ้มครองสิทธิในทรัพย์สินทางปัญญา
