การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาทัศนคติของทนายความในจังหวัดอุบลราชธานีต่อการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 และเพื่อศึกษาความตระหนักรู้ของทนายความในจังหวัดอุบลราชธานีต่อการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 โดยศึกษาเฉพาะกรณีทนายความอำเภอเมืองอุบลราชธานีและอำเภอวารินชำราบ โดยแบ่งทนายความเป็น 2 กลุ่ม คือ คณะกรรมการสภาทนายความ จังหวัดอุบลราชธานี จำนวน 10 ราย และ ทนายความอำเภอเมืองอุบลราชธานีและอำเภอวารินชำราบ จำนวน 10 ราย ในการวิจัยครั้งนี้ ผู้วิจัยได้ใช้ 1. หนังสือ เอกสารงานวิจัยต่างๆที่เกี่ยวข้อง 2. การสัมภาษณ์แบบเจาะลึก เป็นเครื่องมือในการรวบรวมข้อมูล ผลการวิจัยพบว่าทัศนคติส่วนใหญ่ของทนายความในจังหวัดอุบลราชธานีต่อการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 มีทัศนคติที่เห็นด้วยต่อการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 เนื่องจากจะทำให้ประเทศไทยกระตุ้นเศรษฐกิจ เปิดการค้าเสรี สามารถแข่งขันและมีอำนาจต่อรองกับเวทีระดับโลกได้ ในขณะที่ทนายความส่วนน้อยมีทัศนคติที่ไม่เห็นด้วยต่อการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 เพราะประเด็นที่เป็นอุปสรรคคือ ทักษะด้านภาษาอังกฤษ คนไทยยังไม่สามารถที่จะติดต่อสื่อสารภาษาอังกฤษได้ดี ซึ่งจะทำให้ประเทศไทยเสียเปรียบด้านการค้า การลงทุน การจ้างแรงงาน อีกทั้งปัญหาต่างๆที่จะตามมาภายหลัง อาทิเช่น ปัญหาอาชญากรรม ปัญหายาเสพติด ปัญหาแรงงานต่างด้าว เป็นต้น ส่วนในประเด็นความตระหนักรู้ของทนายความในจังหวัดอุบลราชธานี พบว่าทนายความส่วนใหญ่ขาดความตื่นตัว ตระหนักรู้ อีกทั้งไม่เคยเข้ารับการอบรม ประชุมหรือเข้าร่วมโครงการต่างๆที่เกี่ยวกับการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน พ.ศ. 2558 ทั้งในประเทศและต่างประเทศ อีกทั้งทนายความเกือบทั้งหมดยังไม่เคยศึกษากฎหมายระหว่างประเทศ หรือกฎหมายต่างประเทศที่เกี่ยวกับประชาคมอาเซียน ซึ่งนับว่าเป็นปัญหาสำคัญ เพราะหากมีประชาชนเข้ามาขอคำปรึกษาหรือความรู้ทางด้านกฎหมาย ทนายความในจังหวัดอุบลราชธานีจะไม่สามารถให้ความรู้หรือให้คำแนะนำได้ เพราะขาดทักษะด้านภาษาอังกฤษในการติดต่อสื่อสาร ดังนั้นจึงมีข้อเสนอแนะคือทนายความในจังหวัดอุบลราชธานีจะต้องฝึกทักษะด้านภาษาอังกฤษ และศึกษากฎหมายไทย กฎหมายต่างประเทศและกฎหมายระหว่างประเทศที่เกี่ยวกับประชาคมอาเซียนให้มากขึ้นกว่าเดิม
