เจ้าจันทรสุริยวงษ์และพรรคพวกได้ตั้ง

เมื่อเริ่มถากถางหักร้างพงเพื่อตั้งเมืองขึ้นใหม่ ได้พบพระพุทธรูป 2 องค์อยู่ใต้ต้นโพธิ์ริมฝั่งโขง พระพุทธรูปองค์ใหญ่เป็นพระพุทธรูปก่ออิฐถือปูน ส่วนพระพุทธรูปองค์เล็กเป็นพระพุทธรูปโลหะหล่อด้วยเหล็กเนื้อดี จึงได้พร้อมกันสร้างวัดขึ้นใหม่ในบริเวณวัดร้างริมฝั่งโขง และขนานนามวัดที่สร้างขึ้นใหม่นี้ว่า วัดศรีมุงคุณ(ศรีมงคล) และได้ก่อสร้างกุฏิวิหารขึ้น ในบริเวณวัดพร้อมกับได้อัญเชิญพระพุทธรูปทั้งสององค์ที่อยู่ใต้ต้นโพธิ์ริมฝั่งโขงขึ้นไปประดิษฐาน บนพระวิหารของวัด ต่อมาปรากฎว่าพระพุทธรูปโลหะ (องค์เล็ก) เกิดปาฎิหาริย์กลับลงไปประดิษฐานอยู่ใต้ต้นโพธิ์ที่ตั้งเดิมอีกถึง 3-4 ครั้ง ในที่สุดพระพุทธรูปองค์เล็กนั้นก็ค่อยๆ จมหายลงไปใต้ดิน คงเห็นแต่ยอดพระเกศโผล่ขึ้นมาให้เห็นอยู่ใต้ต้นโพธิ์ริมฝั่งโขง จึงได้พร้อมกันสร้างแท่นสักการะบูชาครอบไว้ในบริเวณนั้น และขนานนามพระพุทธรูปองค์นั้นว่า พระหลุบเหล็ก ปัจจุบันบริเวณที่พระหลุบเหล็กจมดินได้ถูกกระแสน้ำเซาะตลิ่งโขงพังลงไปหมดแล้ว (คงเหลือแต่แท่นสักการะบูชาที่ยกเข้ามาเก็บรักษาไว้หน้าพระวิหารของวัดศรีมงคลใต้ในปัจจุบัน)

ส่วนพระพุทธรูปองค์ใหญ่ที่ก่ออิฐถือปูนและได้อัญเชิญขึ้นไปประดิษฐานอยู่บนพระวิหารของวัดศรีมุงคุณ ชาวเมืองได้ขนานนามว่า "พระเจ้าองค์หลวง" เป็นพระประธานของวัดศรีมุงคุณ ซึ่งต่อมาได้เปลี่ยนนามเป็น วัดศรีมงคลใต้ ตลอดมาจนถึงปัจจุบันเป็นพระพุทธรูปคู่บ้านคู่เมืองตลอดมาตั้งแต่อดีตจนถึงปัจจุบัน
