การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาการดำเนินงานป้องกันและควบคุมบุหรี่ในระดับอาชีวะให้มีประสิทธิภาพในด้านการป้องกันไม่ให้มีการริ เริ่ม ลองบุหรี่ การช่วยผู้สูบบุหรี่ให้ลด ละ เลิกการสูบบุหรี่ และการปกป้องผู้ไม่สูบบุหรี่ จากการได้รับควันบุหรี่ในสิ่งแวดล้อม ทางการศึกษา โดยศึกษาข้อมูลเบื้องต้นจากแบบสอบถามและการสนทนากลุ่ม (Focus Group) เพื่อใช้เป็นข้อมูลประกอบการดำเนินงาน การเก็บข้อมูลเชิงคุณภาพ ด้วยการทำเวทีประชาคม เพื่อกำหนดแนวทางการดำเนินงานและประเมินผลโครงการ วิเคราะห์ข้อมูลเชิงปริมาณด้วยโปรแกรมสาเร็จรูป สถิติที่ใช้คือร้อยละ ข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัย พบว่า การป้องกันไม่ให้มีการริ เริ่ม ลองบุหรี่ โดยจัดกิจกรรมการรณรงค์ประชาสัมพันธ์เพื่อสร้างความรู้และความตระหนักในเรื่องอันตราย โทษและพิษภัยบุหรี่ ซึ่งมีส่วนสำคัญที่ช่วยส่งเสริมการเรียนรู้ ประกอบกับการได้เข้ามามีส่วนร่วมในการดำเนินกิจกรรมของนักเรียนแกนนำ และนักเรียนแนวร่วมในรูปแบบของ “ชมรมคนรุ่นใหม่ห่างไกลบุหรี่” จะทำให้เกิดความเข้าใจและมีทัศนคติทัศนคติที่ถูกต้องเกี่ยวกับบุหรี่ ผลเสียที่เกิดขึ้นจากการสูบบุหรี่ และไม่คิดริ เริ่ม ลองบุหรี่ การช่วยผู้สูบบุหรี่ให้ลด ละ เลิกการสูบบุหรี่ โดยการตั้งศูนย์ช่วยเลิกสูบบุหรี่ประจำวิทยาลัย และเป็นศูนย์รวมข้อมูลข่าวสารเกี่ยวกับบุหรี่ เอกสารความรู้และคู่มือเลิกบุหรี่ด้วยตนเอง ซึ่งเป็นรูปแบบการดำเนินงานที่อำนวยความสะดวกแก่นักเรียนผู้รับบริการ ประกอบกับมีการจัดกิจกรรมการดูแล ช่วยเหลือ รวมถึงกิจกรรมการบำบัดที่สอดคล้องกับสภาพความรุนแรงหรือระดับการติดนิโคติน และจัดให้มีระบบการติดตาม มีผลให้นักเรียนผู้รับบริการสามารถลด ละ เลิกบุหรี่ได้ดียิ่งขึ้น การปกป้องผู้ไม่สูบบุหรี่ จากการได้รับควันบุหรี่ในสิ่งแวดล้อม โดยการจัดสถานที่และสิ่งแวดล้อมให้เป็นเขตปลอดบุหรี่โดยนักเรียนแกนนา จัดคณะกรรมการสอดส่อง และเฝ้าระวังการสูบบุหรี่ในสถานที่เสี่ยงซึ่งได้จากการสารวจ ตลอดจนการจัดกิจกรรมรณรงค์ประชาสัมพันธ์อย่างต่อเนื่อง สนับสนุนการสร้างแนวร่วมและเครือข่าย จากการดำเนินกิจกรรมดังกล่าวส่งผลให้นักเรียนตระหนักและเข้าใจเกี่ยวกับเรื่องการคุ้มครองสุขภาพผู้ไม่สูบบุหรี่ จากการได้รับควันบุหรี่ในสิ่งแวดล้อม หรือการสร้างสิ่งแวดล้อมปลอดบุหรี่ในโรงเรียนและศึกษาประสิทธิผลที่เกิดในระยะยาวของรูปแบบการดาเนินงานต่อไป
