2. รณรงค์ให้ประชาชนมีจิตสำนึกในการร่วมมือกันแก้ปัญหา ซึ่งได้แก่   1) ลดการใช้ผลิตภัณฑ์ที่สลายตัวยากและก่อปัญหาได้นาน เช่น พลาสติกและโฟม    2) ทิ้งขยะลงในถังหรือภาชนะที่จัดเตรียมไว้อย่างเป็นกิจนิสัย   3) ควรมีถังขยะประจำบ้านพร้อมทั้งแยกถังตามประเภทหรือชนิดของขยะ เช่น ขยะเปียก ขยะแห้ง ขยะทั่วไป กระดาษ ์
3. เพิ่มประสิทธิภาพในการเก็บขยะ หน่วยงานที่เก็บขยะควรดำเนินการ ดังนี้   1) จัดถังรองรับโดยแยกตามประเภทหรือชนิดขยะ หรือปริมาณที่เพียงพอกับความต้องการของชุมชน    2) เก็บขยะตามกำหนดเวลา   3) มีเจ้าหน้าที่และเครื่องมือเก็บที่เพียงพอและมีประสิทธิภาพ
4. กำจัดขยะอย่างถูกต้องและเหมาะสม 5. จัดตั้งศูนย์บริการกำจัดกากอุตสาหกรรม    ควรจัดสร้างศูนย์กำจัดกากอุตสาหกรรมในแหล่งโรงงาน เพื่อให้สามารถจัดการของเสียจากกระบวนการผลิตปริมาณมากได้อย่างมีประสิทธิผล
