กรมชลประทานได้ดำเนินการก่อสร้างอ่างเก็บน้ำห้วยหวดเพื่อสนองพระราชดำริโดยมีลักษณะโครงการก่อสร้างเป็นเขื่อนดินปิดกั้นลำห้วยหวด บริเวณบ้านห้วยหวด ตำบลเต่างอย อำเภอเต่างอย จังหวัดสกลนคร ลักษณะเป็นเขื่อนดินสูง 26 เมตร ยาว 395 เมตร ความจุอ่างเก็บน้ำประมาณ 21 ล้านลูกบาศก์เมตร พื้นที่ผิวน้ำประมาณ 1,200 ไร่ พร้อมทั้งสร้างอาคารระบายน้ำชนิดรางเปิด มีสันทางระบายน้ำล้นยาว 35 เมตร ท่อส่งน้ำฝั่งซ้ายขนาดเส้นผ่าศูนย์กลาง 0.90 เมตร และท่องส่งน้ำฝั่งขวาขนาดเส้นผ่าศูนย์กลาง 0.30 เมตร และได้ดำเนินการก่อสร้างระบบส่งน้ำประกอบด้วยคลองส่งน้ำ จำนวน 7 สาย รวมความยาว 19.6 กิโลเมตร เริ่มก่อสร้างในปี 2526 และสร้างเสร็จในปี 2530 รวมค่าก่อสร้างทั้งสิ้น 105.40 ล้านบาท ส่งน้ำให้กับพื้นที่การเกษตรประมาณ 8,000 ไร่ ขอจำนวน 5 หมู่บ้าน ในเขตตำบลจันทร์เพ็ญและตำบลเต่างอย จัดตั้งกลุ่มผู้ใช้น้ำเพื่อเกษตรกรมีส่วนร่วมในการบริหารจัดการน้ำจำนวน 7 กลุ่ม
