ประวัติความเป็นมา         มหาวิทยาลัยบูรพาพัฒนามาจากวิทยาลัยวิชาการศึกษา บางแสน เป็นสถาบันอุดมศึกษาแห่งแรกของประเทศไทยที่ตั้งอยู่ในส่วนภูมิภาค  เริ่มก่อตั้งเมื่อวันที่  8  กรกฎาคม  พ.ศ. 2498  ต่อมาได้รับการยกฐานะเป็นมหาวิทยาลัยศรีนครินทรวิโรฒ  วิทยาเขตบางแสน  เมื่อวันที่  29  มิถุนายน  พ.ศ.  2517     ยกฐานะขึ้นเป็นมหาวิทยาลัยบูรพา  เมี่อวันที่ 29 กรกฎาคม  พ.ศ.  2533  และเปลี่ยนสถานภาพเป็นมหาวิทยาลัยในกำกับของรัฐ  เมื่อวันที่  9  มกราคม  พ.ศ. 2551ก้าวแรก : วิทยาลัยการศึกษา บางแสน (พ.ศ.2498-2517)        ปี พ.ศ. 2492 กระทรวงศึกษาธิการ ได้จัดตั้งโรงเรียนฝึกหัดครูชั้นสูงขึ้นที่ซอยประสานมิตรอำเภอพระโขนง จังหวัดพระนคร ต่อมาในปี พ.ศ. 2497  ได้รับการยกฐานะเป็นวิทยาลัยวิชาการศึกษา ชื่อว่า วิทยาลัยวิชาการศึกษา ประสานมิตร  ในปี พ.ศ. 2498  ได้ขยายวิทยาเขตออกไปอีก  2  แห่ง  ได้แก่  วิทยาลัยวิชาการศึกษาปทุมวัน  ตั้งอยู่ที่จังหวัดพระนคร  และวิทยาลัยวิชาการศึกษาบางแสน  ตั้งอยู่ที่จังหวัดชลบุรี  เมื่อวันที่  8  กรกฎาคม  พ.ศ.  2498  ฯพณฯ มังกร พรหมโยธี รัฐมนตรีว่าการกระทรวงศึกษาธิการ    ได้เป็นประธานในพิธีเปิดวิทยาลัยวิชาการ บางแสน  และวางศิลาฤกษ์อาคารอำนวยการซึ่งเป็นอาคารหลังแรกของวิทยาลัย   โดยวิทยาลัยได้ประกาศรับสมัครนิสิตเข้าศึกษาและมีนิสิตที่ผ่านการคัดเลือกเป็นรุ่นแรกจำนวน 41 คน  ในปี พ.ศ. 2499 ได้รับโอนโรงเรียนพิบูลบำเพ็ญ จากกรมสามัญศึกษา เพื่อปรับปรุงเป็นโรงเรียนสาธิตของวิทยาลัย  โดยเปลี่ยนชื่อเป็น โรงเรียนสาธิต "พิบูลบำเพ็ญ" วิทยาลัยวิชาการศึกษา บางแสน และในปี พ.ศ. 2501 เป็นปีแรกที่มีผู้สำเร็จการศึกษารุ่นแรกจำนวน 35 คน ก้าวต่อมา : มหาวิทยาลัยศรีนครินทรวิโรฒ บางแสน (พ.ศ. 2517 – 2533)        วิทยาลัยวิชาการศึกษา  ได้รับการยกฐานะเป็น “มหาวิทยาลัยศรีนครินทรวิโรฒ” โดยพระราชบัญญัติมหาวิทยาลัยศรีนครินทรวิโรฒ  และโอนสังกัดจากกระทรวงศึกษาธิการมาสังกัดทบวงมหาวิทยาลัยในวันที่ 29 มิถุนายน พ.ศ. 2517 วิทยาลัยวิชาการศึกษา บางแสน จึงมีฐานะเป็นมหาวิทยาลัยศรีนครินทรวิโรฒ วิทยาเขตบางแสน         มหาวิทยาลัยได้พัฒนาวิชาการก้าวหน้าขึ้นเป็นลำดับ  จนกระทั่งในปี พ.ศ. 2531 คณะรัฐมนตรีมีมติให้ยกฐานะมหาวิทยาลัยศรีนครินทรวิโรฒ วิทยาเขตบางแสน  เป็นมหาวิทยาลัยใหม่  และเมื่อวันที่  29  กรกฎาคม  พ.ศ.  2533  จึงได้มีประกาศยกฐานะมหาวิทยาลัยศรีนครินทรวิโรฒ  วิยาเขตบางแสน  เป็นมหาวิทยาลัยบูรพา  ตามพระราชบัญญัติมหาวิทยาลัยบูรพา พ.ศ. 2533  ซึ่งประกาศในราชกิจจานุเบกษาเล่มที่ 107 ตอนที่ 131 ก้าวต่อมา : มหาวิทยาลัยบูรพา (พ.ศ. 2533 – ปัจจุบัน)         มหาวิทยาลัยบูรพาได้รับการพัฒนาอย่างต่อเนื่องทั้งด้านกายภาพ  บุคลากร  และการพัฒนาระบบบริหารงานที่มีประสิทธิภาพ  มีการจัดตั้งหน่วยงานใหม่เพิ่มขึ้นและมีการขยายงานโดยในปี พ.ศ. 2539  ได้จัดตั้งวิทยาเขตสารสนเทศ  จันทบุรี  และในปี พ.ศ. 2540  ได้จัดตั้งวิทยาเขตสารสนเทศ  สระแก้ว    มหาวิทยาลัยบูรพาเป็นมหาวิทยาลัยสมบูรณ์แบบผลิตบัณฑิตระดับปริญญาตรี  ปริญญาโท  และปริญญาเอก  ด้านสังคมศาสตร์  ด้านวิทยาศาสตร์สุขภาพ  และด้านวิทยาศาสตร์และเทคโนโลยี             ปัจจุบันมหาวิทยาลัยบูรพาได้เปลี่ยนสถานภาพเป็นหน่วยงานในกำกับของรัฐ  ซึ่งไม่เป็นส่วนราชการ มีฐานะเป็นนิติบุคคล  ตามพระราชบัญญัติมหาวิทยาลัยบูรพา  พ.ศ.  2550  ซึ่งประกาศในราชกิจจานุเบกษา  เล่มที่  125  ตอนที่  5 ก  เมื่อวันที่  9  มกราคม  พ.ศ.  2551  มีผลใช้บังคับตั้งแต่วันที่  10  มกราคม  พ.ศ.  2551
