การศึกษาค้นคว้าอิสระเรื่อง ความคิดเห็นของประชาชนที่มีต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน อำเภอเมือง จังหวัดมหาสารคาม มีความมุ่งหมายเพื่อศึกษาและเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการจัดเก็บภาษีรายได้ และเพื่อศึกษาข้อเสนอแนะแนวทางการพัฒนาการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอนอำเภอเมืองจังหวัดมหาสารคาม โดยศึกษาความคิดเห็นจากประชาชนที่เป็นผู้มีหน้าที่เสียภาษีให้กับองค์การบริหารส่วนตำบลท่าสองคอน จำนวน 306 คน ซึ่งได้มาจากการสุ่มตัวอย่างแบบบังเอิญเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบสมมติฐานโดยวิธี t-test (Independent Samples) และ F-test (One-way ANOVA)
ผลการศึกษาปรากฏดังนี้
1. ประชาชนที่เป็นผู้มีหน้าที่เสียภาษีให้กับองค์การบริหารส่วนตำบลท่าสองคอน
มีความคิดเห็นต่อการจัดเก็บภาษีรายได้องค์การบริหารส่วนตำบลท่าสองคอนโดยรวมอยู่ในระดับมาก โดยเรียงจากค่าเฉลี่ยจากมากไปน้อย พบว่าอยู่ในระดับมาก 2 ด้าน ได้แก่ ด้านความประหยัด และด้านความสะดวก และอยู่ในระดับปานกลาง 2 ด้าน ได้แก่ ด้านความแน่นอน และด้านความเป็นธรรม แยกเป็นรายละเอียดแต่ละข้อดังนี้ ด้านความเป็นธรรม คือ ประชาสัมพันธ์ให้ผู้เสียภาษีทราบถึงข้อมูลของภาษี ที่ต้องชำระให้ทราบอย่างทั่วถึง ด้านความแน่นอน คือ ระบุอัตราภาษีที่ชัดเจนแน่นอนทำให้ผู้ชำระภาษีมีความมั่นใจ ในการเสียภาษี ด้านความสะดวก คือ ขั้นตอนในการชำระภาษี เข้าใจง่ายไม่ซับซ้อน ด้านความประหยัด คือ นำเทคโนโลยีเครื่องอำนวยความสะดวกต่างๆ ระบบคอมพิวเตอร์มาใช้ในการให้บริการชำระภาษี
2. ประชาชนที่เป็นเพศชาย มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัด มากกว่าเพศหญิง
3. ประชาชนที่มีอายุต่างกัน มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัดแตกต่างกัน ประชาชนที่มีอาชีพต่างกัน มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัดแตกต่างกัน ประชาชนที่มีระดับการศึกษาต่างกัน มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัดแตกต่างกัน ประชาชนที่มีรายได้เฉลี่ยต่อเดือนต่างกัน มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัดแตกต่างกัน และประชาชนที่มีประสบการณ์ในการทำงานต่างกัน มีความคิดเห็นต่อการจัดเก็บภาษีรายได้ขององค์การบริหารส่วนตำบลท่าสองคอน โดยรวมและรายด้านทุกด้าน ได้แก่ ด้านความเป็นธรรม ด้านความแน่นอน ด้านความสะดวก และด้านความประหยัดแตกต่างกัน
